The Broward County Board of County Commissioners is seeking qualified candidates for a Finance Manager position in the Finance and Administrative Services Department (FASD).

General Description
Highly responsible administrative work in planning, organizing and directing the financial activities of the agency/department.
Work involves responsibility for direction of all financial policies and operations including bond sales, debt management, analysis of debt options, liquidity management and investment portfolio, operating and capital budget preparation, policy development for adherence to bond resolution and legal requirements, cost reduction analysis, conservation and revenue predictions, and financial reporting. Work includes developing and implementing policies and programs assuring continuity, internal control and coordination of financial activities. Performance is reviewed periodically through conferences and written reports.

Minimum Education and Experience Requirements
Requires a Bachelor's degree from an accredited college or university with major course work in finance, accounting or related field.
(One year of relevant experience may be substituted for each year of required education.)
Requires six (6) years' experience in financial management including four (4) years high level supervisory and administrative experience.

DUTIES AND RESPONSIBILITIES

Makes recommendations to management team regarding financial planning and policy.

Analyzes, recommends and implements debt management program.

Develops, implements and maintains complex financial reporting and control systems.

Develops financial policies in accordance with pertinent law, bond resolutions and intergovernmental agreements.

Analyzes and administers the development of operating and capital budgets.

Represents the County before community groups, service organizations and civic committees.

Attends conferences and public and professional meetings.

Performs related work as required.

Knowledge and Abilities
Thorough knowledge of the principles and practices of finance and debt management.

Thorough knowledge of all federal, state and local regulatory requirements applicable to financial management.

Thorough knowledge of the funding process in a municipal environment as related to budgeting, cost accounting, financial planning and management.

Considerable knowledge of the principles, practices and procedures of supervision, organization and administration.

Ability to plan, implement, and coordinate administrative programs.

Ability to express ideas effectively, both orally and in writing.
