  1. Associate's degree with course work emphasis in computers, telecommunication systems or closely related field.
  2. A minimum of four (4) years administrative experience in the administration of contract activities or services which includes experience in monitoring, auditing and evaluating contractor services and activities.
  3. Ability to comprehend, interpret and apply contract requirements.
  4. Progressively responsible experience in the supervisory aspects of the work.
  5. Demonstrated proficient in Microsoft Office.
  6. Possess and maintain a valid Florida driver's license throughout employment without any restrictions, which affect job performance. 
  7. An equivalent combination of education, training, and experience may be considered.  Such experience must be clearly documented for consideration.

Under administrative direction, the purpose of this position is to supervise the administrative and technical support functions for the communication systems within the Broward County Sheriff’s Office Department of Detention.  Employee in this classification ensures vendor compliance with the provisions of the inmate payphone and video visitation third party contractual agreements with the Broward Sheriff’s Office.  Work includes monitoring the operability of the inmate communication equipment. Position supervises and trains subordinate personnel on inmate phone and video visitation systems, internal procedures for inmate call requests, records management, public records law and court procedures. Work is reviewed through observation of performance, conferences, reports, and evaluation of results. Performs related work as directed.

Supervises vendor compliance with the provisions of the inmate payphone third party contractual agreement with the Broward County Sheriff's Office.

Supervises and monitors the operational status of the inmate payphone system to include: equipment, hardware, and software.

Ensures vendor compliance with the provisions of the contractual agreement; acts as a liaison between the vendor and BSO to resolve inmate payphone operational issues.

Establishes work policies and contract compliance standards for monitoring functions and reviews various operations.

Performs supervisory duties over subordinate personnel engaged in the administration and technical support of the inmate phone contractual agreement.

Coordinates the unit's workflow in an efficient and cost effective manner; disseminates new policy and procedures; prepares unit's payroll reporting.

Provides on-the-job training to subordinate personnel on inmate phone call systems, internal procedures for inmate call requests, records management, public records law, and court procedures.

Evaluates personnel performance; provides recommendation concerning hiring, discipline, promotion and other personnel management issues.

Plans workloads, work flows, deadlines, work objectives, and time utilization with subordinate personnel and vendors; creates detailed project plans.

Supervises the troubleshooting and repair of inmate payphone equipment hardware and software-related issues; ensures coordination of repairs in a time efficient manner to minimize disruption in system utility.

Inspects and certifies acceptability of vendor services in terms of level of service and timeliness; reports satisfactory/unsatisfactory work or violations of contract terms to the management for corrective action.

Supervises the submission of work orders and the scheduling of repairs; meets with the vendor to discuss system or equipment malfunctions; responds to service requests and complaints.

Prepares and submits reports on vendor performance, which include detailed descriptions of instances in which contract terms are violated and corrective action taken.

Prepares and maintains various informational reports outlining vendor activities i.e., work orders, materials and supplies ordered/utilized, labor required, revenue generated and maintenance logs for review by management.

Supervises the archiving and purging of all unit records and files in accordance with departmental policy and regulatory standards.

Extracts inmate call recordings for investigative purposes.

Reviews system monthly reports and vendor generated reports for accuracy.

Maintains an accurate inventory of all active telephone numbers associated with inmate payphones to include locations of each payphone, cable pairs, and wiring configuration.

Uses vendor software program to perform on-going administrative and minor technical system duties to include: inmate restrictions, call blocking, account revisions, call recording, and setting language options. 

Receives and responds to general information requests concerning activities relating to the inmate payphone system.

Acts as the inmate phone records custodian; adheres to public records requests; appears in court as necessary.

Maintains current knowledge of industry trends in inmate payphone equipment hardware and software.

Liaison with various outside departments in obtaining and relaying information applicable to the inmate payphone system.

Participates on various committees and task forces relating to detention communication systems.

Performs related duties as directed.

Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks involve extended periods of time at a keyboard or workstation. Tasks are performed in a corrections environment where proper provisions are in place in terms of employee security and protection. Due to the nature and location of the work environment, tasks include potential for intermittent exposure to disagreeable elements consistent with routine conditions in a corrections detainment environment.
