The Enterprise Systems Analyst II-Generalist (ESA-II) is responsible for providing support for employees across various Brown County departments with computer hardware and software issues.  The primary responsibility for the ESA-II is deployment of hardware, maintenance, troubleshooting, while providing both first and second-tier support to resolve user and department related issues.  A ESA-II Generalist must be familiar with and able to learn a variety of systems (both Cloud Based and On-Premises), relying on their experience and judgement to facilitate the resolution of complicated tasks with a wide degree of independence, creativity and latitude.
Communicate. Effectively communicates and continues to foster positive business relationships with vendors, both inter and cross department coworkers, management, and any other relevant parties.

Self-Directed.  Able to prioritize work effectively and research independently with little or no direct supervision to perform day-to-day operations to complete tasks.

Analytical.  Has Strong Critical and Analytical thinking in problem-solving.  Performs intermediate and advanced troubleshooting. Identifies the root cause of problems, and researches solutions if not known. Helps in identifying potential issues that may arise in deploying a solution and finds possible alternatives with appropriate urgency.  Escalates problems to management, the customer, and/or vendors.  Deploys solutions in a timely manner.

System Maintenance. Maintains existing systems, programs, interfaces and reports according to changing requirements, user needs, funding changes and/or best practices.

Training.  Responsible for identifying and providing training and assistance where required on new or updated systems if necessary to individuals or groups.

Team Participation.  Expected to contribute in a positive way across all departments in providing exceptional 2nd Level support. These tasks include helping to document corrective actions, train necessary support personnel, update processes, and/or resolve intermediate and advanced issues and escalate as appropriate. Facilitating and leading a variety of support meetings with staff, inter-departments, and vendors when necessary. Will participate in the on-call rotation to provide 7x24x365 support as needed.

Documentation.  Expected to create documentation for both new and existing systems as needed.  Maintain technical documentation for supported systems.   Continue to expand on both existing user-facing knowledge base articles and internal knowledge base articles.   Complete necessary required documentation within the ticketing system.

Compliance.  Complies with Federal, State, and Local laws, regulations, policies, procedures, and standards, including but not limited to HIPAA and CJIS.  Passes and maintains required background checks and clearances.

Technical Skills.  Will have a high degree of technical proficiency in many standard Information Technology Systems and Computer Hardware.  These include, but are not limited to, Microsoft Endpoint Manager / SCCM / Intune / Autopilot, Powershell, Azure, Active Directory, and MS Office 365.   Is able to act as a Subject Matter Expert (SME) for multiple systems that they are or become familiarized with.   Will need to provide technical support for a variety of activities which include, but not limited to, troubleshooting support on general applications, department specific solutions, end-user hardware and software, vendor systems, and servers.

Cyber Security. Participates in cyber security training.  Also assists with the development, maintenance, monitoring, coordination of changes, and implementation of cyber security systems and disaster recovery plans.  May participate in the handling of cyber incidents. 

Projects. May lead or participate on project teams including communications, project definition, budget, needs assessment, process improvement and all aspects of execution.  This may include leading and collaborating with other Systems Analysts, Engineers, vendors, and customers.

NON-ESSENTIAL DUTIES:
Performs related functions as assigned.  
  • Associate’s degree in an Information Technology or Computer Science related field
  • 1 year experience in computer systems 
  • Or any combination of relevant education, experience, and relevant certifications.

Licenses and Certification:
Valid Driver’s License required.
FBI and DHS fingerprint/background clearances required  
  • Knowledge of computer software, operating systems, hardware, and networking.
  • Hands-on experience with Windows and Apple environments.
  • Ability to work well with departmental personnel and users.  
  • Ability to work independently or as a member of a project team.  
  • Ability to quickly identify and resolve support problems.  
  • Ability to coordinate multiple problems and projects.  
  • Ability to establish and maintain effectively working relationships with staff and users. 
  • Ability to communicate effectively both orally and in writing. 
  • Ability to work the required hours of the position.
