Job Title: District Testing Coordinator and Teacher Incentive Allotment (TIA) Coordinator
Exemption Status/Test: Exempt/Administrator in an Educational Establishment
Reports to: Superintendent Pay Grade: Admin Pay Scale
Dept./School: BISD Terms: 220 days
Primary Purpose:
Implement state and federally mandated student assessment programs for the high school and district. Ensure security and integrity of testing materials and data in accordance with state and federal requirements. Coordinate and provide leadership for the Teacher Incentive Allotment (TIA) program.
Qualifications:
Education/Certification:
Bachelor’s degree from an accredited college or university
Valid Texas teaching certificate
Valid Texas administrator certificate
T-TESS Certification
Special Knowledge/Skills:
Knowledge of the state testing program and accountability system
Strong organizational, communication, public relations, and interpersonal skills
Ability to organize and prioritize responsibilities, projects, and tasks
Ability to use various student test data systems and platforms
Ability to perform statistical mathematical analysis
Ability to interpret policy, procedures, and data
Ability to seek resources and solutions to effectively solve problems
Ability to develop and deliver training and information effectively to adult learners
Experience:
A minimum of four years of teaching experience
Experience in education administration or district-level support role, preferred
Major Responsibilities and Duties:
Testing Coordination and Management
1.Implement procedures for ensuring the security and confidentiality of state-mandated testing programs and other assessments. Direct and oversee test implementation and monitor testing activities to ensure that procedures are followed and deadlines met across the district.
2.Provide timely support for campus test administrators.
3.Consult with staff to provide appropriate testing accommodations for Limited English Proficient (LEP) students and students receiving 504 and/or Special Education Services.
4.Identify, investigate, and address testing irregularities. Report discrepancies and disciplinary actions taken against students as required.
5.Develop and distribute statistical studies, analysis, and evaluation reports as required.
6.Work with instructional teams to analyze test data and develop student achievement goals and objectives.
7.Consult with district staff to develop, administer, and interpret assessment guidelines and procedures.
8.Maintain and ensure the integrity of testing data. Ensure all materials and data are submitted within established timelines.
9.Complete evaluation and compliance reports as required by federal and state programs.
10.Track and monitor the location of test materials throughout the distribution, return, and storage process.
11.Compile, maintain, file, and secure all reports, records, and other required documents.
12.Contribute to the development and delivery of training for district and campus test administrators to ensure that tests are conducted and procedures are consistently followed.
TIA Coordination and Management
1.Provide support to campus and district leadership in the implementation and monitoring of the Teacher Incentive Allotment program.
2.Assist in the development and update of manuals, training manuals, and materials related to the Teacher Incentive Allotment program.
3.Lead the development of student growth measures related to the Teacher Incentive Allotment program.
4.Research and analyze the validity and reliability of third-party student growth measures related to the Teacher Incentive Allotment program.
5.Assist with district assessment activities and reporting related to the Teacher Incentive Allotment program.
6.Assist in the training of campus testing coordinators to ensure valid administration, scoring, and security of assessments related to the Teacher Incentive Allotment program.
7.Provide technical assistance (general guidance, written guidance, resources, training, feedback) to the district developing the local designation system and the Education Service Centers who support them, particularly with respect to assessment design in order to measure student growth.
8.Contribute to the development of a process for evaluating/renewing locally developed teacher designation systems and utilize that process to evaluate the extent to which the district meets criteria as it aligns with designation system best practices.
