OnsiteRaytheon Special Programs Security is seeking a Security Manager to serve as a Contractor Program Security Officer (CPSO) in support of a Cybersecurity, Intelligence & Services (CIS) security program. Located at a Raytheon Dulles Offsite facility in the Sterling, Virginia area, the CPSO will manage the security of a Sensitive Compartmented Information (SCI) Program, maintaining program security in compliance with the NISPOM, all applicable Sponsor security policies and procedures; all applicable Intelligence Community Directives (ICDs); and all other applicable Government security policies and procedures. This position requires a self-starter who is interested in working in a fast-paced environment. This role encompasses a variety of duties and responsibilities to include daily communication with government customers, program management, internal Raytheon customers and employees, sub-contractors, and security counterparts. The CPSO may also support business growth by assisting with general proposal, operational security support, and other front end of the business activities as needed. The CPSO role has a direct impact on customer mission and Raytheon success.
Responsibilities to Anticipate:
Program Management – Serve on the Program Management Team as a Security Subject Matter Expert; work closely with Site Leads, Program Managers, and other Stakeholders to ensure business expectations are met; work closely with other core security areas as needed; and develop and implement local SOPs, processes, policies and procedures to ensure compliance and consistency.
Personnel Security – Handle the personnel security clearance life cycle, to include processing initial requests for clearance/access, crossovers, terminations, badge renewals, reporting requirements, and program required relevant security briefings and debriefings; manage the cleared personnel listing, and maintain accurate clearance database information; provide general security guidance, investigate infractions and complaints, maintain security education and awareness initiatives, and ensure personnel adhere to security policies.
Physical Security – Maintain secure facilities in accordance with NISPOM and ICD 705 standards; conduct annual self-inspections, maintain proper documentation to include SCIF accreditation and SOPs; facilitate and support customer inspections to ensure successful government audits of classified programs and facilities; conduct oversight of contractor guard force personnel; handle access control and processing of visit certifications; and change safe and door combinations.
Required Qualifications:
US Citizenship with a current and active Top Secret SCI Clearance with Polygraph;
A University Degree or minimum 8 years prior relevant security experience, or an Advanced Degree in a related field and minimum 5 years of experience;
Knowledgeable of SCI Security requirements, Intelligence Community Directives (ICD), NISPOM, and other applicable security directives, policies and procedures;
Proven experience interacting positively with the DCSA or other Cognizant Security Agency personnel;
Ability to plan, prioritize, schedule and organize activities and workload while accomplishing objectives in fast paced environment;
Ability to work and take actions independently, and solve problems by making sound decisions;
Ability communicate professionally both verbally and in writing;
Ability to build rapport, interact with and foster a cooperative work environment with a diverse population of employees, subcontractors, and customers;
Attention to detail and follow-through when completing tasks; and
Proficient with Microsoft Office applications (Word, Excel, and PowerPoint).

Typically requires: A University Degree or equivalent experience and minimum 8 years prior relevant experience, or An Advanced Degree in a related field and minimum 5 years experience
Engineering/Other Technical Positions: Typically requires a degree in Science, Technology, Engineering or Mathematics (STEM) and a minimum of 8 years of prior relevant experience unless prohibited by local laws/regulations.
