Job Description
Job Summary: Manage the coordination and collection and maintain the accuracy of regional student data related to PENN DATA, Project Access and Student Attendance, to assure that the maximum amount of eligible funding is received by the IU and school districts. Provide technical training and assistance to IU and district personnel to help assure accurate data is entered and audits have no errors.
Essential Functions
PENN DATA/STUDENT ATTENDANCE:
Supervisory Responsibility: Directly supervises 5 full time and 1 part time employees in the Student Data Department. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

The noise level in the work environment is usually moderate.
Physical Demands: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
While performing the duties of this Job, the employee is regularly required to sit and use hands. The employee is frequently required to walk; reach with hands and arms and talk or hear. The employee may be required to stand for long periods, and to climb or balance and stoop, kneel, crouch, or crawl. The employee must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.
Position Type/Expected Hours of Work: This is a full-time, 260-day calendar position. Days and hours of work are Monday through Friday. Hours of work are from 8:30 a.m. to 4:30 p.m. Hours are dependent on the needs of the districts. Occasional evening and/or weekend work may be required as job duties demand.
Travel: Travel may be required throughout district.

Job Description

Essential Functions
PENN DATA/STUDENT ATTENDANCE:
- Maintain the regional PENN DATA System on an IU center-based computer server.
- Maintain systems of internal controls to ensure integrity of information and security of PENN DATA and student attendance databases.
- Assure that all facets of the PENN DATA and special education student attendance computer records are maintained accurately, including updating information on district of residence for students assigned to institutions, residential treatment facilities, etc.
- Comply with all timelines/deadlines with regard to data submission, and all state and federal Department of Education requirements.
- Provide technical assistance and support to the Intermediate Unit and member school district PENN DATA computer system users.
- Plan and prepare standardized as well as customized reports and surveys for the Department of Education, school districts, Intermediate Unit personnel, and other agencies, as required.
- Provide IU and member school district personnel with computer system training (in group or individual settings) as needed.
- Implement and maintain a cohesive, efficient computerized system of child tracking for Penn Data, student attendance, and billing purposes.
- Serve as liaison with the Pennsylvania Department of Education, PENN DATA Support Team and local school districts regarding requirements and developments in the PENN DATA and student attendance reporting requirements.
- Attend Department of Education Child Accounting meetings to keep informed of new rules and regulations with regard to child accounting.
- Attend Department of Education PENN DATA meetings to keep informed of system revisions, updates and requirements.
- Provide business office with reconciliation data to prepare invoices for special education services provided by the IU to district and other students.
- Design and implement operational procedures/activities related to Project Access services.
- Design and develop forms as needed for use by staff in collecting Project Access student data.
- Train parents, physicians, staff as well as other outside agencies on the process for completing forms related to Project Access data collection.
- Meet with other Project Access providers (districts and IU's throughout the State) to continually upgrade knowledge and ideas.
- Publicize and discuss with staff the benefits gained from participation in Project Access Program, working with supervisors to assure that opportunities for reimbursement are maximized.
- Monitor Project Access data submitted to ensure accuracy of information in the event of a state or Federal audit.
- Develop and maintain central database of all Project Access student information and reimbursement activities.
- Attend all meetings/workshops applicable to keep current on Project Access regulations and guidelines.
- Act as a resource for districts currently utilizing Project Access funding and investigate opportunities to contract with local districts that are not current participants, to provide Access services for them.
- Monitor issues related to proper licensing/certification/assignment of staff and make recommendations for any upgrades necessary.
- Work with supervisors to assure that opportunities for reimbursement are maximized.
- Aid in preparation of recommendations to be used for the planning and budgeting of PENN DATA and Project Access program costs.

Education And Experience
Level of Degree:
- Associate’s Degree (AA) in computer science or related field from two-year college or technical school or three (3) years similar experience.
- Excellent verbal and written communication skills.
- Understanding of special education program options, service delivery systems, and state and federal special education regulations and guidelines.
- Technical aptitude for computer systems, telephone communications, and networking devices.
- Familiarity with various software packages and applications including tele communications, word processing, database management, spreadsheets, report query formats, and networking.
- Ability to work independently and make problem solving decisions.
