Position Description

Workforce Development Director :

Oversees services and activities administered under the Workforce Innovation and Opportunity Act of 2014 and any subsequent updates or Acts for the TENCO Workforce Development area serving the following counties :   Bath, Bracken, Boyd, Fleming, Greenup, Lewis, Mason, Montgomery, Robertson and Rowan.  Supervises personnel to ensure all tasks of the TENCO Workforce Development Board (WDB) are carried out in an effective and efficient manner.  This position reports directly to the TENCO WDB, the Executive Director of the Buffalo Trace Area Development District, and the Chief Local Elected Official (CLEO) designated for the TENCO Workforce Development Area.

Job Responsibilities Include :

  • Oversee all programmatic and financial aspects of the administration of the Workforce Innovation and Opportunity Act for the TENCO Workforce Development Board (WDB)
  • Assist the Board Chair and Board Committee Chairs with meetings
  • Report opportunities, program status, and concerns directly to the WDB, Board Committees, and / or  CLEO
  • In coordination with workforce staff, develop and design special projects for the TENCO WDB including programmatic and fiscal components
  • Complete grant applications for special projects and monitor the status of the application and / or project
  • Determine strategies to ensure expenditure and obligation rates are met
  • Assist in the development of Request(s) for Proposals (RFPs) for projects / services, bidder’s meeting, review of proposals, and execution of the contract
  • Ensure availability of technical assistance, training, and guidance for contractors and staff
  • Assist with programmatic monitoring of contracts
  • Ensure services and activities adhere to Federal, State, and Local policy and procedures
  • Complete the Regional and Local plan for the TENCO WDA
  • Develop and implement the TENCO WDB Strategic Plan
  • Lead and / or participate in local and / or state initiatives
  • Develop and train on policy and procedures for workforce programs
  • Negotiate the local area performance rates on behalf of the TENCO WDB and Chief Local Elected Official
  • Provide outreach for membership on the TENCO WDB, acting as a liaison between private business and the CLEO; Ensure membership follows the Law, OET guidelines, and TENCO WDB By-Laws
  • Act as a liaison between the Buffalo Trace Area Development District and the TENCO WDB
  • Make recommendations to the TENCO WDB and CLEO regarding funding and program opportunities
  • Work closely with state entities such as the Education and Labor Cabinet as well as partner agencies in the local area
  • Manage and supervise workforce staff to ensure goals are achieved within timelines and within available resources plan and organize workloads and staff assignments to special projects; train, motivate and evaluate staff; and implement change in policy and processes when necessary
  • Review and ensure all complaints are filed and resolved
  • Work closely with Direct Service and Operator contractors to ensure success in the provision of services
  • Assure that all requirements through the Federal, State, and Local guidelines are carried out appropriately
  • Serve on state committees, when requested; and
  • Other duties as assigned.

Educational Level :

Graduate from an accredited college or university with a Bachelor Degree in Public Administration, Business Administration or closely related field and a minimum of three (3) years experience in a job training, education field, or human resource / human services field.  A Master’s Degree in one of the fields specified above may substitute for one (1) year of experience.
