What are the responsibilities and job description for the GIS and Land Records Manager position at Buncombe County?
The Tax Assessment Office is currently seeking a GIS & Lands Records Manager to oversee a team of three and manage the daily operations of the Land Records Department, including mapping and title searching.
This is a full-time, hybrid position, requiring in-office work 2-3 days per week. The work schedule is Monday through Friday, from 8:00 AM to 5:00 PM.
A tentative start date is set for mid-May.
Purpose of the position:
The purpose of this position is to perform technical work in the coordination of the County’s Geographic Information System (GIS) and Land Records Management Program while supervising staff and establishing an efficient and consistent system to better serve the public and other County departments.
Minimum Education, Training and/or Experience (required at time of hire): Associate of Science (AS) degree in Applied Geographic Information Systems (GIS) or a related field and four (4) years of GIS and/or mapping experience, including at least one (1) year of supervisory experience; or a bachelor's degrees in Geographic Information Systems (GIS), Geomatics, Geography, Geospatial Technology or a related field, and two (2) years of GIS and/or mapping experience, including at least one (1) year of supervisory experience; or an equivalent combination of education and experience.
License or Certification Required by Statute or Regulation: NCPMA certification; Certification of completion of the following North Carolina Institute of Government courses: Fundamentals of Property Tax Listing and Assessing and IAAO mapping.
Essential Functions of the position:
- Perform analysis of County GIS data and real estate data using specialized databases.
- Provide technical assistance to the public and other County departments as needed to create, analyze, and prepare real estate information.
- Create and manage a GIS mapping system layer to be used with County agencies, public agencies, and others.
- Hire, develop, evaluate performance, and provide feedback and disciplinary action as needed; develop and maintain a positive teamwork environment; provide effective, clear, and timely communication.
- Perform deed, plat, estate, and DOT acquisition research as necessary to determine title and description of property and other documents relating to land ownership and property boundaries.
- Provide quality control by auditing databases against imagery and defined database structures to ensure division is providing a high-quality product in a timely fashion.
- Facilitate division staff by revising and creating workflow processes, GIS layers, providing training in advanced mapping processes, and advising the staff of best management processes regarding division activities.
- Produce map copies, printouts, etc. as requested by clients and customers.
- Coordinate with other department supervisors and employees to solve complex problems related to real estate transactions, legal documents, and GIS data issues.
- Speak with the public daily and provide information to them in a professional and friendly manner while explaining division operations.
- Maintain assigned database layers.
- Edit and analyze data within the CAMA system to correct issues, create processes, and perform quality control.
- Performs other related duties as assigned.
Knowledge, Skills, Abilities:
- Knowledge of standard practices used in land surveying.
- Knowledge of cartographic principles.
- Knowledge of procedures, laws, maps, and forms used in real estate transfers.
- Knowledge of interpreting deeds and transferring pertinent data to maps.
- Knowledge of determining errors and inconsistencies in deed descriptions and utilizing the information available to achieve the best configuration of the parcel.
- Knowledge of reading and interpreting US Geological Survey Topographical maps and NC Department of Transportation maps and relating them to cadastral maps.
- Knowledge of ArcGIS editing and analysis tools, map preparation, and understanding of geodatabases.
- Knowledge of the supervision and management of GIS staff.
- Knowledge and experience with Microsoft SQL Server, ESRI software applications, and ArcGIS.
- Ability to explain and interpret real property transfer polices and methods to the general public.
- Ability to train other employees in GIS related products and procedures.
- Ability to use small office equipment, computers, and technical software applications.

All new employees are paid according to their years of relevant education and experience above minimum requirements for the position and employees have the opportunity to obtain pay increases via cost of living increases and promotions.
