Responsibilities Completes assigned pre-appointment screenings, final adjudications, and post-appointment matters in accordance with industry, agency and Bureau standards that may result in inability to hire, removal, and debarment. Assists or performs limited responsibilities associated with review and adjudication of employee and contactor background investigations for employment suitability. Serves as technical expert in identity credentialing access management (ICAM) suitability, fitness and drug and alcohol-free workplace (DAFW) level cases A-D. Provides counseling, guidance, and direction to the assigned State Offices. Ensures that State and National offices adhere to the ICAM suitability, fitness, DAWF, and position designation employment lifecycle, and enforces policy and standards when applicable. Supports OSO Chief, NOC Director, and BLM Director in national-level ICAM, suitability, fitness, and DAFW, and NOC physical security, program goals, and objectives. Runs report and evaluates data to determine compliance issues and State program weaknesses. Supports NOC physical security efforts, such as assessments and plans. For GS-09 : You must possess one (1) full year of specialized experience at or equivalent to the GS-07 level that is equivalent in difficulty and complexity. Specialized experience is defined as implementing Homeland Security Presidential Directive 12 (HSPD-12) requirements; applying security concepts and databases; maintaining the integrity and protection of confidential information; conducting administrative duties; applying security policy and procedures to analyze and administer credentialing requirements. -OR- Education : A master's or equivalent graduate degree OR Completed 2 full years of progressively higher-level graduate education leading to such a degree OR A LL.B. or J.D., if related. - OR- Combination of Education and Experience : You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. For GS-11 : You must possess one (1) full year of specialized experience at or equivalent to the GS-09 level that is equivalent in difficulty and complexity. Specialized experience is defined as reviewing, analyzing, and recommending solutions to security and credentialing problems; resolving user-identified procedural and process issues using a HelpDesk or remedy ticket system; adjudicating background investigations for employment suitability; and accurately and timely production of status reports. -OR- Education : A Ph.D. or equivalent doctoral degree OR Completed 3 full years of progressively higher-level graduate education leading to such a degree OR A LL.M., if related. -OR- Combination of Education and Experience : You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604.
