In addition to meeting the basic education requirement, to qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to at least the GS-13 in Federal service.

Specialized experience at this level is defined as: Senior level experience performing professional engineering work in support of program management of complex and difficult water resources issues. Work experience should demonstrate most of the following: water resources project/program development, planning, and budgeting; formulation and execution of comprehensive plans covering water resource activities; maintaining contact and collaborative working relationships with state, federal and local agencies, and Indian Tribes in implementing water resources management projects; providing counsel to higher organizational levels concerning water resource management issues; and ability to lead and supervise a multi-discipline staff. These examples are not all inclusive.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Applicants will receive credit for all qualifying experience, including volunteer experience.

Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b).

Responsibilities:

Serves as the Manager of the Water Operations Division of the Central Valley Operations Office (CVOO). Manages the operations of integrated multipurpose water supply facilities of the Central Valley Project (CVP) and in coordination with the State Water Project. Supervises a group of engineers, technicians and support staff engaged in the collection, exchange, and analysis of hydrologic and related data cooperatively with other agencies; the planning of water operations, and development and issuance of hourly, daily, weekly, monthly, and annual water release schedules and updates; the coordination of flood control operations with other agency activities; the development of operating criteria and procedures; the issuance of operation instructions; and the monitoring of operating performance to assure uniform and consistent application of instructions and procedures, operational coordination and the most efficient operation of the total system to meet numerous goals and requirements.
  • Manages the operations of integrated multipurpose operation of the water supply facilities of the Central Valley Project (CVP) in accordance with flood control regulations, contractual agreements, water rights, and in coordination with the State Water Project and other partners.
  • Responsible for the identification and evaluation of operating problems requiring engineering analysis or affecting the achievement of Reclamation objectives including optimum efficiency and effectiveness.
  • Develops new and revisions of existing methods, tools and criteria for short and long-term forecasts of water supplies and for the determination of quality parameters required by contractual commitments to protect the environment in the Sacramento-San Joaquin Delta, and CVP-managed rivers, and to maximize use of available water supplies.
  • Collaborates with the Operations Manager in the development of long range, annual, and emergency operating plans with the Corps of Engineers and the State.
  • Ensures the Central Valley Project operations are consistent with the Biological Opinions issued by the Fish and Wildlife Service and National Marine Fisheries Service , under the Endangered Species Act, and coordinates with Regional specialty offices and other agencies to ensure this compliance.
  • Coordinates with FWS and NMFS on ESA consultations and directs the preparation of Operations Criteria and Plans for the operation of the CVP as necessary to comply with the Endangered Species Act.
  • Makes intensive utilization of computer programming, systems analysis and operations research techniques in the development and implementation of centralized system data handling, real-time operating strategy models and other modernization efforts within the field of water operations. In collaboration with the Manager, SCADA Engineering/Operations Support Division, makes intensive utilization of digital computer techniques for system optimization and centralization system data handling.
  • Establishes and maintains liaison relationships, as appropriate, with other Regional Office organizations, the Denver Office, and the Commissioner's Office to facilitate accomplishment of program objectives.
