Job Title: Borough Foreman

Job Summary:
The Borough Foreman is responsible for overseeing the daily operations of public works projects and managing a team of workers to ensure efficient, safe, and effective execution of all tasks within the borough. This position requires leadership, strong communication skills, and the ability to coordinate various projects such as road repairs, maintenance, landscaping, and other public works initiatives.
Key Responsibilities:
1. Supervision & Leadership:
- Supervise and lead a team of workers and laborers in daily activities related to public works, including road maintenance, snow removal, park maintenance, and other infrastructure projects.
- Assign and delegate tasks to staff, ensuring proper allocation of resources, and monitor progress to ensure timely and quality completion.
- Provide training and guidance to staff members on safety procedures, work practices, and equipment operation.
- Ensure all workers adhere to safety protocols and maintain a safe work environment.
2. Project Management:
- Plan and coordinate public works projects, including scheduling and prioritizing tasks to ensure all work is completed on time and within budget.
- Oversee the repair and maintenance of borough-owned facilities, streets, parks, and public infrastructure.
- Inspect ongoing work projects and ensure compliance with borough standards, codes, and regulations.
3. Maintenance & Operations:
- Ensure the proper maintenance and care of public works equipment, tools, and machinery.
- Oversee the operation of vehicles and equipment used in construction, roadwork, and maintenance tasks.
- Monitor inventory and materials required for public works projects, coordinating with the appropriate suppliers.
4. Administrative Duties:
- Maintain records of work performed, materials used, and any incidents or safety concerns during work.
- Assist in preparing reports for the Public Works liaison and provide regular updates on project progress.
- Participate in the development of operational budgets and assist with cost estimations for public works projects.
5. Communication & Collaboration:
- Serve as the main point of contact between borough employees, and contractors.
- Address any concerns or complaints from residents related to public works activities.
- Collaborate with other departments to ensure alignment on projects and community needs.
6. Emergency Response:
- Respond to emergency situations such as snowstorms, flooding, or other public works-related crises.
- Coordinate emergency response efforts and ensure the proper allocation of resources to resolve issues quickly and efficiently.
Qualifications:
- High school diploma or equivalent required; additional vocational training in public works or construction preferred.
- Minimum of 3 years of experience in public works, construction, or related field, with at least 2 years in a supervisory role preferred.
- Strong knowledge of public works operations, equipment, and safety regulations.
- Ability to read and interpret blueprints, schematics, and project specifications preferred.
- Strong organizational skills with the ability to manage multiple tasks and projects simultaneously.
- Excellent communication and interpersonal skills, with the ability to lead a team and work with diverse groups.

Physical Requirements:
- Ability to lift and carry heavy equipment and materials.
- Capable of standing, walking, bending, and performing manual labor for extended periods.
- Ability to work in outdoor environments, in all weather conditions.
Work Environment:
The Borough Foreman will work both in the field and in an office environment. Fieldwork will involve exposure to varying weather conditions, noise, and hazards related to construction and maintenance tasks. Standard work hours, with occasional overtime or on-call responsibilities during emergencies or special projects.
- Skills and Knowledge:
- In-depth knowledge of public works operations, including road maintenance, infrastructure repairs, and facility upkeep.
- Proficient in the use and maintenance of construction and public works machinery and equipment.
- Familiarity with safety protocols, OSHA regulations, and other relevant industry standards.
- Strong problem-solving skills with the ability to make quick decisions, especially in emergency or unexpected situations.
- Excellent organizational and time-management skills with the ability to prioritize tasks and manage multiple projects simultaneously.
- Strong leadership and team management abilities, including the ability to motivate, train, and supervise staff effectively.
- Ability to communicate effectively with team members, other departments, contractors, and the public.
- Licenses and certifications:
- Certification in First Aid/CPR and safety training may be required or preferred.
- Specialized certifications related to equipment operation (e.g., crane, backhoe, or forklift certifications) are a plus.
- Other Requirements:
- Strong attention to detail and the ability to ensure that work meets borough standards and regulations.
- Must be available for emergency response and on-call duties as needed, including after-hours or weekends during inclement weather or other public works emergencies.
- Ability to maintain professional relationships with colleagues, contractors, and the public.
