JOB SUMMARY
The Department of Public Works (DPW) Fence Installation Manager will work to facilitate the installation, removal, and maintenance of all fencing for Black Rock City including the perimeter fence, Gate Road banner flagging, entrance road and city grid perimeter banner flagging, and all other approved civic infrastructure fencing as requested by eligible departments.
They will implement the planning, supervision, and performance of daily tasks and logistics associated with the operations of their team.
In addition to the physical demands of the job, this role will be required to learn, effectively use, and update existing online systems and documents as needed (e.g. inventory spreadsheets, budget tracking, time tracking logs, etc.).
This temporary, ineligible for benefits role is:
- From April - July: Part-Time 4 hrs per week, Non-Exempt, based fully remote .
- From July - September: Full-Time, Exempt, based on-site out of Black Rock City, Nevada.

DUTIES & ESSENTIAL JOB FUNCTIONS
Operations (40%)
- Oversee the survey, installation, maintenance, and final removal of the perimeter fence, Gate Road banner flagging, entrance roads, and city grid perimeter banner flagging and all other approved civic infrastructure fencing as requested by eligible departments of Black Rock City.
- Provide support to ensure that work is completed in accordance with the design provided by the Burning Man City Planning Committee and the schedule of operations as defined by the Department of Public Works (DPW) Management.
- Assist with inspecting, maintaining, and repairing any civic fencing and banner flagging throughout Black Rock City.
- Routinely clear the trash and windblown debris that the fencing is designed to catch.
- Anticipate and track inventory of materials and supplies usage; assist with placing orders for pre-season requests and replenishment.
- Proactively maintain and discuss any potential budget adjustments, concerns, and awareness as it relates to any orders or materials and supplies.
- Problem-solve emerging traffic flow situations by re-directing and managing roadside fencing and banner flagging.
Team Management and Support (35%)
- Oversee the logging and reporting of crew’s work hours. Maintain clear scheduling with crew members; ensure that hours are submitted by weekly deadline.
- Create and actively manage daily and weekly work schedules for the Fence team, including daily team meetings. Weekly schedules should be shared with the crew, at a minimum, one week prior to actual work dates; update with adjustments as needed and share any revised schedules with the crew as soon as possible.
- Monitor the well-being of staff, setting clear, manageable work expectations, proactively addressing any concerns with management.
- Serve as a mentor, positive role model, and team leader directing people as they work, identifying the best people for the job, instructing and sharing skills as necessary.
- Know, share, and use the proper pathways of communication for escalating personnel issues. Learn how to create proper supporting documentation regarding such matters.
Documentation and Tracking (20%)
- Keep an up-to-date inventory of supplies and materials; work with DPW Purchasing to place orders.
- Submit receipts and any expense reports; ensure forms are complete and submitted on time (within 30 days of transaction).
- Provide a copy of the Fence inventory to the City Superintendent at the end of the work season.
- Maintain budget awareness: monies spent, current balance, anticipated costs, etc. Proactively discuss any potential adjustments or concerns with the City Superintendent as soon as possible.
- Assume responsibility for and ensure that all documentation noted above, as well as any additional reports, meet the standards as outlined by management; Commit to improving and updating Standard Operating Procedures (SOP) for this role, crew operations, and individual crew members as needed, throughout the season for accuracy.
- Create supporting documentation for training as needed.
Other Functions and Responsibilities (5%)
- Work with the Team to plan and execute LNT and Waste disposal plans for all relevant operations.
- Adjust workflow to support changing safety protocols as directed.
- Participate in (Manager) Meetings when requested and maintain related correspondence.
- Be familiar with, understand and act in accordance with Burning Man’s staff policies, protocols and behavioral standards.
- Monitor personal well-being by setting realistic goals and managing self-care while proactively addressing any concerns with management.
- Perform other duties as required.
Additional On-playa Duties and Responsibilities
- Exercise discretion and independent judgment with respect to matters of significance within the department.
LEARNING AND TEACHING
- Documentation - Drives the creation, publishing, and maintenance of process documentation related to assigned duties.
- Teaching – Takes a leadership role in the acculturation and training of staff. Teaches live or e-learning classes, as requested. Promotes a culture of teaching and learning throughout the community. Aids, encourages and inspires their team.
- Learning – Pursues ongoing learning in their area of expertise, working to stay current on emergent knowledge, skills, and processes. Participates in conferences, forums, and networking events, where appropriate.
- Speaking – Represents Burning Man as a subject matter expert and culture-bearer, as requested.
QUALIFICATIONS
Required
- Has previously been to Burning Man and is familiar with its culture and event worksite.
- A focused and calm demeanor;
- Maintains a respectful and calm demeanor, providing services with care, and offering thoughtful acknowledgement and accommodation of requests.
- Capable of safely navigating city streets and access roads that are congested with participants, bicycles, and vehicles.
- Proficient at working in Google Suite (Gmail, Docs, Sheets, Drive) and Microsoft Word and Excel; A willingness to proactively learn, use, and routinely update online tools and documents.
- Communicates clearly, concisely and with appropriate professionalism both verbally and through written correspondence; Experienced and comfortable using 2 way radio communication.
- Operates with a high level of behavioral integrity; honest, transparent, reliable, respectful; Acts with discretion and shows good discernment of sensitive information.
- Able to accept feedback and maintain professionalism.

- Ability to temporarily relocate for work at the Burning Man event held in Gerlach, Nevada

COMPENSATION
Individual compensation decisions are dependent on a variety of factors, including prior experience and geographical location. The anticipated rate for this position:
- From April - July is $21.00 per hour.
- From July - September is $1150 to $1300 per week.
PHYSICAL REQUIREMENTS/WORK ENVIRONMENT
- Off-playa: Work is primarily sedentary in nature, no special demands are required.
- On-playa: This position requires periods of heavy lifting, bending, kneeling, squatting, and climbing. This position will be physically demanding, and requires individuals with good physical health, and endurance. Work will include the need to find and meet with department representatives who may not be in the vicinity therefore this could include walking or using some form of transportation. Much of the work will be in outside weather conditions and will be exposed to fumes or airborne particles as well as possible extremes in temperature.
