GENERAL PURPOSE

This position administers a variety of federal, state, and local grants to implement community development and planning priorities and provide for the growth and revitalization of the County.

ESSENTIAL JOB FUNCTIONS

· Assists with the administration of awarded grant contracts including CDBG, BAR, PHARE, Act 137, Emergency Funds and others.

· Manages homeowner occupied rehabilitation projects from implementation to completion.

· Serves as federal compliance officer regarding multiple aspects of federal law; ensures compliance of grantees and their projects with federal, state and local law.

· Maintains all project files according to required retention criteria.

· Maintains relationships with grant managers for each grant maintaining consistent communication for processes, questions and support.

· Maintains positive relationship with county in conjunction with administering grants.

· Assists with planning and facilitating meetings with contractors, developers, municipalities, and citizens; attends other meetings as assigned.

· Conducts project environmental reviews and compiles all related records.

· Prepares Rehab files for approval to receive services including income, deed, mortgage, utility and insurance information.

· Submits federal, state and local reports as required annually, monthly, and/or quarterly.

· Manages waiting lists for Butler County rehabilitation programs.

· File mortgages on homeowners who had work done with grant funds.

· Assists homeowners that had work previously done to their homes with satisfaction of lien letters.

· Completes subordination letters for lenders and homeowners.

· Assists homeowners with accessing appropriate community services as needed, makes referrals to agencies for family needs, collaborates with agencies to combine funding sources, provide match money if appropriate and inform them of funding sources available, collaborates to provide accessibility for elderly or disabled, and follows up with referrals made from outside sources.

· Collaborates with townships, boroughs, and city to assess need for Blight mitigation.

· Maintains and monitors pool of qualified contractors for use in Residential Rehabilitation as well as Blight Mitigation.

· Manages intake paperwork and provides referrals, information, or access to trainings for contractors for required certifications such as Lead Based Paint certification and abatement, asbestos training, etc.

· Attends trainings, seminars and conferences as needed.

· Performs other related duties as required/assigned.

EDUCATION AND EXPERIENCE REQUIREMENTS

· Associate’s degree in public administration, Social Services, or a related field preferred, not required.

· Two (2) years of qualifying candidates, verifying income.

· Or an equivalent combination of education and experience.

SPECIAL REQUIREMENTS

· Position requires a valid Pennsylvania driver’s license.

KNOWLEDGE, SKILLS, AND ABILITIES

· Knowledge of Windows, Microsoft Word, Excel, and PowerPoint.

· Knowledge of various grant programs administered by housing authorities.

· Skill in providing excellent customer service.

· Skill in communicating effectively, both orally and writing.

· Skill in organizing and managing time to meet deadlines for reports, data submission, and government requirements.

· Skill in working with basic office equipment including phones, fax machines, copiers, computers, and scanners.

· Ability to establish and maintain effective working relationships with those contacted in the course of work.

WORKING CONDITIONS

Work environment is both indoors and outdoors; work indoors exposes the employee to moderate levels of temperature and noise and work outdoors may expose the employee to noise and outdoor weather conditions.

PHYSICAL DEMANDS

The work is sedentary and requires exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Additionally, the following physical abilities are required: balancing, hearing, manual dexterity, mental acuity, talking, visual acuity, and walking.

Job Type: Full-time

Pay: $40,000.00 - $58,000.00 per year
