The position of Assistant Director – Adult Services is an executive level position that directs all administrative functions of the department through oversight of a Program Manager, Analysts, and Supervisors who coordinate the activities of staff. The Adult Services branch includes Adult Protective Services, In Home Supportive Services, Public Guardian/Public Administrator and oversight of the Public Authority. Note: A training and experience evaluation may be utilized to determine an applicant's ranking among qualified candidates. FLSA: ExemptDEFINITIONUnder administrative direction, plans, organizes and directs the activities, programs and services of a branch of the Department of Employment & Social Services (DESS). Assures compliance of branch activities with Department goals and objectives, state and federal laws, and County policies and procedures; performs related duties as assigned.SUPERVISION RECEIVED AND EXERCISEDReceives administrative direction from the Director of DESS or designee. Exercises direct supervision over management, supervisory, professional, technical, and administrative support staff through subordinate levels of supervision.CLASS CHARACTERISTICSThis is a branch management position in the Department of Employment & Social Services; directs the programs, managers and supervisors to achieve their strategic goals.

Incumbent(s) may not be required to perform all duties listed, and may be required to perform additional, position-specific tasks.Participates in the strategic planning process; develops, evaluates and implements department goals, objectives, policies and procedures; monitors DESS operations and develops standards for program evaluation and communications; assures branch’s activities are in compliance with all laws, policies, regulations and goals.Manages and directs the daily activities of a DESS branch through appropriate delegation, managerial support, and work supervision; identifies staff needs and distributes available resources to assure the effective delivery of services.Plans, prioritizes and assigns tasks and projects; directs the development of performance standards; approves promotions and terminations.Counsels, trains and coaches staff; monitors work, develops staff skills, and evaluates performance; identifies training needs and coordinates training for staff.Meets regularly with management staff to offer support and guidance; analyzes and evaluates issues and proposals, develops recommendations, and directs the implementation of solutions.Provides leadership, direction and coaching to subordinate employees in the areas of performance management, problem resolution, planning, and work assignments.Monitors DESS operations and procedures; develops and approves recommendations for improving the branch’s operations and processes; assures that strategic goals are reached; participates in the budget planning process; administers programs within budget constraints; provides programmatic and fiscal direction and assistance to the Public Authority.Analyzes trends, and evaluates program requirements and resource utilization; coordinates program planning and evaluation; identifies resources and coordinates integration of services with other programs, departments and agencies; responds to requests for information.Monitors budget and expenditures for programs and services; assures that appropriate services are provided; coordinates information and assures effective communications between programs.Directs research and strategic planning functions; analyzes financial and demographic trends, and makes recommendations for staffing adjustments and personnel assignments.Monitors and reviews national and regional issues, legislation and trends in welfare services; reviews new or revised welfare laws, regulations, and compliance standards; recommends and implements operating and policy revisions.Develops and enhances cooperative professional relationships with local community agencies.Serves as information source and liaison to various state and regional organizations and agencies; serves on committees, task forces and other groups; represents and acts on behalf of the director as required.Provides consultation and training to other organizations in the community on DESS issues; conducts presentations and training to County staff and general public to introduce and communicate the roles and functions of the DESS programs.Performs other related duties as assigned.

SUPPLEMENTAL INFORMATION
PHYSICAL DEMANDSMobility to work in a standard office setting and use standard office equipment, including a computer; to operate a motor vehicle and visit various County sites; primarily a sedentary office classification although standing in work areas and walking between work areas may be required; occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information; ability to lift, carry, push, and pull materials and objects up to 10 pounds.Vision to read printed materials and a computer screen.Hearing and speech to communicate in person and over the telephone.Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment.WORKING CONDITIONSOffice environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures. EQUIPMENT AND TOOLS UTILIZEDEquipment utilized includes a motor vehicle, personal computer, fax machine, and standard office equipment.Disaster Service WorkerAll Butte County employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the County requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker related training as assigned, and to return to work as ordered in the event of an emergency.
