BVA Bears IT Solutions is seeking a Project Manager. This is a full-time, remote role with travel to other Government or Contractor facilities as required. The average workday is 8 hours and the window in which those 8 hours may be scheduled is between 6 : 00am hours and 6 : 00pm hours eastern time, Monday through Friday except for Government Holidays with the core hours (9am to 3pm) being covered.
As a Project Manager, you will lead the migration of Agency's financial system from Sage to Microsoft Dynamics 365. This role is responsible for overseeing the entire project lifecycle, ensuring Commonwealth compliance, managing budgets, mitigating risks, and coordinating high-level engagement with the Agency and other stakeholders. The Project Manager will play a critical role in aligning the project with financial regulations, security requirements, and operational goals while ensuring a smooth and efficient system transition.
Duties and Responsibilities :
Project Oversight & Execution – Develop and maintain project plans, timelines, and budgets, ensuring all deliverables are met.Stakeholder Coordination – Serve as the primary liaison between Client, development teams, and Agencies, facilitating clear communication and alignment.Compliance & Risk Management – Ensure adherence to GASB, ITP-SEC000, WCAG, Section 508, and Agency financial regulations, while managing potential project risks.Agile & Team Leadership – Oversee cross-functional Agile teams, ensuring smooth collaboration across Data Migration, Financial Systems, UI / UX, and Training teams.Financial Systems Integration – Work with technical teams to ensure seamless migration of Sage financial data into Dynamics 365 and integration with Agency systems.Training & Adoption Support – Partner with training teams to ensure Agency users receive adequate system training for a smooth transition.Go-Live & Post-Implementation Support – Oversee UAT, system deployment, and post-go-live stabilization, ensuring continued system performance.Basic Qualifications :
Bachelor’s degree in Project Management, Business Administration, Finance, Information Systems, or related field (Master’s preferred). Equivalent work experience considered.Seven or more years of experience managing ERP implementations, financial system migrations, or IT transformation projects.Strong expertise in Microsoft Dynamics 365 Finance & Operations, government financial reporting (GASB, Commonwealth of PA policies), and IT security compliance.Experience leading large-scale data migration projects and vendor management.Proficiency in Agile methodologies (Scrum, SAFe, Kanban) and backlog management tools (Azure DevOps, Jira, or similar).Excellent stakeholder management, risk mitigation, and team leadership skillsPreferred Qualifications :
Experience with Commonwealth of Pennsylvania financial systems and IT security policies.PMP (Project Management Professional) certification or Agile certifications (CSM, SAFe, PMI-ACP).Knowledge of accessibility compliance (WCAG, Section 508, ITP-ACC001) and IT security best practices (ITP-SEC000).Export Control Compliance :
