Job Description:
Full Spectrum Operations LLC (FSO) is a Joint Venture between American Communication Solutions LLC, an SBA VetCert verified SDVOSB, and By Light Professional IT Services LLC. FSO is seeking personnel to support the Regional Network Enterprise Center (RNEC) at Joint Base Langley-Eustis (JBLE), Virginia, Local Network Enterprise Center (LNEC) at Fort Gregg-Adams, Virginia, and Joint Expeditionary Base Little Creek Fort Story (JEBLCFS), Virginia, with classified and unclassified communication systems support.
Responsibilities include performing administrative and Operation and Maintenance (O&M) functions for switching equipment, creating and maintaining maintenance logs, monitoring local session controllers, and providing customer telephone requirements support.
- Perform all administrative and O&M functions for switching equipment such as Local Session Controller, Voicemail, Telephone Management System (TMS), Crash Conferencing, and ancillary equipment.
- Create and maintain maintenance logs.
- Monitor local session controllers and supporting systems alarms and alarm panels.
- Coordinate with Original Equipment Manufacturers to support switching equipment.
- Provide reports on minor and major alarms that occurred on a monthly basis.
- Report outages in accordance with local and higher headers processes and procedures.
- Support customer telephone requirements including responding to service requests, isolation, and repair of telephone troubles.
- Perform equipment/system modifications or programming required to provide 99.9 percent reliability level of service.
- Process moves, adds, and changes requirements utilizing the TMS.
- Maintain files for completed work requests.
- Collect, enter, and maintain customer billing data using TMS.
- Update E911 database within 24 hours of any change in data.
- Support emergency work requests within two (2) hours of notification.
- Input Government telecommunication Service Requests into the E911 telephone company database.
- Support modernization programs such as NETMOD-C and I3MP.
- Participate and provide technical support to engineering design reviews, technical working groups, Change Control Board (CCB) process/board, and miscellaneous meetings and briefings.
- Provide property accountability for accountable telecommunication equipment.
- Support after-duty hour emergency maintenance requirements.
Required Experience/Qualifications:
- Possess an associate's degree or higher.
- Minimum of five years experience supporting Telephone Switch infrastructure.
- Qualified to support ISP requirements to include installation, operation, and maintenance of voice and infrastructure services.
- Proficient in site safety, site surveys, blueprint reading, bonding and grounding, and firestopping practices.
- Knowledge of I3A standards and procedures.
- Able to interpret blueprints applying a standards-compliant labeling scheme.
- Able to troubleshoot UTP link/channel with a certification test set.
- Able to troubleshoot optical fiber channel with an OTDR.
- Experienced on testing and installation of CAT5/CAT6 cable.
- User level experience with Microsoft Windows OS, Microsoft Office Products, and Adobe Acrobat.
- Fluent in spoken and written English language, to include technical terms commonly used in IT, network routing and switching, telecommunications, IT maintenance, and technical control facilities.
- Residential Qualification (On-the-Job) Cisco Voice/Media.
- Ability to interface with management and brief senior leadership on program status and risks.
Preferred Experience/Qualifications:
- Supported the U.S. Army or other DoD Agency.
- Communication skills to effectively interface with senior military officials, managers, and subordinates.
