The California Student Aid Commission (CSAC) is seeking an Information Technology (IT) Supervisor II. In this role, you will be responsible for organizing and directing technical staff who support complex enterprise applications/systems. You will maintain expertise in System/Software Development Life Cycle (SDLC), and technologies related to project metrics, estimation techniques, analysis, design, implementation, and testing.

Limited Term position may be appointed up to 12 months or extended to 24 months with the possibility of becoming permanent.

Working Conditions

The employee's work is to be performed within an office environment and is equipped with standard or ergonomic office equipment, as needed. Attend meetings in designated conference rooms and be willing to travel to off-site locations.

This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on the CSAC's current telework policy. While the CSAC supports telework, in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksite with minimal notification if an urgent need arises, as determined by the Department. The selected candidate may be required to conduct business travel on behalf of the Department or commute to the headquartered location. Business travel reimbursements considers and employee's designated Headquarters Location, primary residence, and may be subject to California Department of Human Resources regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.

Department Information

The California Student Aid Commission (CSAC), is the principal state agency responsible for administering financial aid programs for students attending public and private universities, colleges, and vocational schools in California. Our mission is to promote education equity by making postsecondary education affordable for all Californians. The Information Technology Services Division (ITSD) supports CSAC in the delivery of State services and information to internal and external stakeholders through IT service management using the IT Infrastructure Library framework. CSAC operates in an Oracle-based database environment and develops and maintains a cloud-based application that is used by students, colleges, and CSAC staff (also known as the “Grant Delivery System Modernization” project or “GDSM”).

1. Please provide a detailed description of your work experience and knowledge which demonstrates your ability to effectively manage a multi-disciplinary technical team of IT professionals. List the technology your technical team(s) used to create, support, and update the system. Example: Angular, HTML, CSS, Oracle PL/SQL, Java, Spring, Application Programming Interface (API), etc. Indicate how many people did you managed/supervised and how long you were in the manager/supervisor role.

2. Describe the most difficult project management problem you encountered. What was the situation and how did you handle it? Please include which technologies your team(s) use, description of the supported environment and level of complexity (low, med, high), service level expectations, and achievements. Indicate how many people did you managed/supervised and how long you were in the manager/supervisor role.

  • Strong believer in governance with regards to project management and change control.
  • Demonstrate knowledge and experience in IT project management approaches to minimize adverse impacts and risks to CSAC and the state.
  • Experience in software development projects involving Amazon Web Services (AWS) cloud, web services and web applications, Oracle PL/SQL technologies, using Java, Spring, Angular, and Application Programming Interface (API) in GitHub.
