General Definition of Work
Under limited supervision, performs difficult professional and administrative work plans, coordinates, implements and directs program, curriculum, eligibility determination and activities of the Cabarrus County Schools Preschool Program, preparing and administering grant funding, supervising staff and monitoring services, and related work as apparent or assigned. Work involves setting policies and goals under the direction of the Chief Academic Officer. Departmental supervision is exercised over assigned personnel.

Knowledge, Skills and Abilities
- Comprehensive knowledge of preschool programs guidelines in North Carolina,methods, techniques, procedures and objectives.
- Thorough knowledge of principles, practices and procedures of school administration.
- Ability to present complex ideas and concepts effectively orally and in writing.
- Ability to establish and maintain effective working relationships with principals, school and professional staff, parents and the general public.
- Demonstrates strong knowledge of Exceptional Children (EC) laws, policies, and Child Find responsibilities to ensure compliance with federal and state regulations. Possesses a thorough understanding of the EC evaluation process, including assessment procedures, eligibility determination, and collaboration with multidisciplinary teams.

Essential Functions
Program Oversight & Compliance: Direct and monitor preschool program operations, ensuring compliance with state and federal grant requirements, program standards, and regulations. Collaborate with the North Carolina Division of Child Development and Early Education to align with best practices and regulatory guidelines.
Legal & Policy Compliance: Ensure adherence to federal and state EC laws, policies, and Child Find responsibilities by effectively identifying and serving students with disabilities.
Evaluation & Student Services: Oversee and support the EC evaluation process, including assessment procedures, eligibility determinations, and collaboration with multidisciplinary teams to meet student needs.
Supervision & Leadership: Supervise pre kindergarten staff to ensure effective program operations at the Mary Frances Wall Center and in prekindergarten classrooms across the district. Lead recruitment, hiring, training, evaluation, and oversight of program staff, including teachers and support personnel at elementary school sites.
Program Expansion & Collaboration: Work with district personnel and elementary principals to expand and manage preschool programs. Ensure preschool programs at Title I elementary schools comply with all federal policies and requirements.
Program Development & Implementation: Establish and monitor long- and short-term program goals, developing and implementing policies and procedures aligned with the district strategic plan to enhance program effectiveness.
Stakeholder Engagement & Training: Provide consultation and training to school administrators, principals, and staff regarding early childhood education and best practices. Conduct meetings, workshops, and professional development sessions.
Family & Community Engagement: Confer with parents on program matters and student concerns, fostering strong relationships to support student success. Maintain collaborative partnerships with community agencies and stakeholders.
Grant Management & Funding: Prepare, submit, and defend grant applications while maintaining accurate records, reports, files, and information systems. Secure funding opportunities to expand pre-kindergarten programming through grants, tuition-based programs, subsidies, innovative initiatives, and strategic budget management.
Budget & Resource Management: Budget & Resource Management: Prepare, submit, and monitor program budgets to ensure efficient resource allocation. Oversee the procurement of materials and equipment to support program needs, utilizing knowledge of cross-funding strategies to maximize classroom support.
Advocacy & Representation: Represent the district as the LEA for students receiving Exceptional Children’s services, ensuring compliance with all regulations. Assist with transition meetings for rising kindergarteners, collaborating with families and school teams to support a seamless entry into services and programs.
Professional Participation & Leadership: Engage in community, district, and program meetings, conferences, workshops, and advisory boards to serve as an advocate and resource for early childhood education.
Physical Requirements
