Hiring range for this position is $66,102.40 - $79,060.80. Initial placement for new employees is customarily at entry level through 35% percentile. Pay grade for this position is 24.


GENERAL DEFINITION OF WORK:
Responsible for initiating contracts and agreements for all Health and Human Services program areas, including Social Services, Opioid Settlements, Behavioral Health, and Transportation. Responsible for managing the Cabarrus County Health & Human Services network of providers, contractors, and vendors through an array of tasks and activities. Additional responsibilities may include developing sourcing strategies for services, supplies, materials, and equipment. Responsible for maintaining the integrity of the HHS areas’ vendor information including vendor registration, maintenance and management. Work is performed under the general supervision of the HHS Business Director. Position works closely with the County’s Procurement Department to execute agreements and contracts.ESSENTIAL FUNCTIONS:
  • Drafts or amends contracts and ensures the contracts are in accordance with Federal and State requirements, County standards and other governing agreements (e.g., Opioid Settlement MOA)  
  • Partners with the department or program when requests for proposal are issued  
  • Prepares applicable reports
  • Coordinates and participates in special projects related to contract activities
  • Develop, audits, compiles, calculates and analyzes a variety of contract data

POSITION SPECIFIC INFORMATION:
  • Prepares new contracts and agreements
  • Analyzes data to support contract negotiations and renewals
  • Serves as liaison between contract managers, the HHS Business Services team, and the Finance Department to organize fiscal coding
  • Analyze county spending to identify opportunities for savings or efficiencies and present recommendations to leadership.
  • Advises HHS leaders concerning current and future purchasing and contracting needs, procurement concerns, and problems; ensures that purchasing methods are observed within the intent of federal, state and local regulations.
  • Administer contracts and agreements to ensure proper legal review, adequate insurance coverage, and pre-audit is contained on each contract. 
    1. Provides risk assessment and makes recommendations.  
    2. Collaborates with the Legal Department and other parties as needed.
  • Conducting on-site program monitoring and technical assistance sessions.
  • Develop and maintain HHS contracting policies and procedures
  • Develop and monitor contract and contract amendment process
  • Develop program monitoring policies and procedures, action improvement plans, monitoring timelines and schedules
  • Creates service and fiscal dashboards
    1. Determine data elements needed to track consumer outcomes and costs
    2. Establish quality improvement benchmarks 
  • Participate in financial management of provider’s contracts and agreements
  • Develop monthly reports and distribute to HHS leadership and providers

MINIMUM QUALIFICATIONS:
Experience:  Four years of related experience is strongly preferred.
Education:  Bachelor's Degree in a related field.

An equivalent combination of education and experience may be accepted. 


Special Requirements

Possession of an appropriate driver's license valid in the State of North Carolina.  



Physical Requirements

Sedentary work requiring the exertion of up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to move objects; work requires reaching and fingering, grasping, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word, and conveying detailed or important instructions to others accurately, loudly, or quickly; hearing is required to perceive information at normal spoken word levels, and to receive detailed information through oral communications and/or make fine distinctions in sound; visual acuity is required for preparing and analyzing written or computer data, operation of office machines, determining accuracy, neatness, and thoroughness of work, and observing general surroundings and activities; the worker is not subject to adverse environmental conditions.
