Title: Human Resource Specialist (Generalist)

Supervisor: Executive Director

QUALIFICATIONS:

1) Prefer an Associate or bachelor’s degree in human resources, business, or a related field. SHRM-CP certification preferred.

2) Must have prior human resource experience. Must be able to stay up to date on HR practices.

Some experience working in the disability field is preferred.

3) Must have good communication skills (verbal and written), writing skills, and advanced computer skills. Must have experience working with Quickbooks Pro, HRIS software, Microsoft programs, google programs, and virtual meeting programs. Must be proficient in navigating the internet.

4) Must be able to relate well with people with disabilities, employees, independent contractors, and state personnel.

6) Must possess the following leadership qualities: self-starter, innovative, role model, and progressive thinker, attention to detail, open to new ideas, good organizational skills, and good time-management skills. Willing to work on process excellence.

7) Must be able to pass a criminal background check upon hire and annually thereafter.

TIME REQUIREMENTS/EXEMPT STATUS: HOURS: 40 hours between 8 am to 5 pm, 240 days per fiscal year. This position does not qualify for exempt status regarding overtime compensation. Initials: ______

ORGANIZATION CHART: This position serves as an auxiliary to the Human Resource Manager, the Leadership team, and the Executive Director.

MAJOR RESPONSIBILITIES

  • Recruitment, Hiring & Applicant Tracking
  • Orientation of new employees, contractors, and volunteers
  • Create/update and maintain Employee, Contractor, and Volunteer Files.
  • Initiate and maintain a training program for all employees
  • Assist the Human Resource Manager with implementing the performance management program including evaluations, addressing performance issues, and corrective action.
  • Manage company-wide staff incentive activities.
  • Manage volunteer assignments and hours tracking
  • Assist with bookkeeping functions
  • Training/Team Player
  • Other duties as assigned

SPECIFIC DUTIES

1. Recruitment, Hiring & Applicant Tracking

  • Maintain a current list of open positions as directed by the Human Resource Manager and approved by the Executive Director. Post/Advertise open positions via HR software.
  • Conduct initial screening of applicants for various positions. Forward applications for further review to the respective departments.
  • Coordinate the interview team ensuring that applicable departments are represented and that a consumer sits on the interview panel.
  • Obtain references (as dictated by policy) and obtain approval for hire from the Human Resource Manager/Dept Heads/Executive Director
  • Notify applicants of employment decisions and initiate the onboarding process
  • Attend Job Fairs

2. Orientation of New Employees, Contractors and Volunteers

  • Conduct orientation of new employees, contractors, and volunteers using HR software. This includes conducting the tour, completing relevant paperwork, and reviewing the job description. Ensure new employee paperwork is completed on time. Ensure work-flow includes relevant personnel at CETC including the Human Resource Manager, Department Heads, and Executive Director
  • Assist the Human Resource Manager in reviewing contracts with Independent contractors.

3. Create/update and maintain Employee, Contractor, and Volunteer Files.

  • Track items that expire (auto insurance, liability insurance, mvrs, driver’s licenses, background check, etc) and acquire new documents as needed.
  • Alert Dept. Head/Coordinators of due dates for evaluations, needed paperwork, etc.
  • Keep files and employee information up to date and audit-ready
  • Maintain yearly renewals of paperwork, e.g., Code of Conduct, BCI, OIG, auto insurance, etc.
  • Digitize all files and improve the efficiency of records storage.
  • Ensure confidentiality of employee files.

4. Initiate and maintain a training program for all employees

  • Track employee training modules and certifications and ensure employees are assigned training per the training schedule. Ensure employees are assigned training modules in a timely manner. Alert the Human Resource Manager/department heads and the Executive Director (as necessary) of staff who are approaching non-compliance.
  • Schedule training classes including CPR/FA, SOAR, Workplace support training, ACRE certification, employment CEUs, etc. Ensure employees are assigned training classes in a timely manner. Notify the Dept. Head and Executive Director of staff who are approaching non-compliance

5. Assist the Human Resource Manager with implementing the performance management program including 60-day evaluations, annual evaluations, performance issues, and corrective action.

  • Educate employees about CETC policies and procedures to ensure compliance.
  • Counsel with management regarding personnel issues, i.e. tardies, absences, dress code, policy interpretation, job reclassification, personality conflicts, disciplinary action, etc. Any sensitive and potential legal issues should be immediately referred to the Human Resource Manager and Executive Director. Terminations must be approved by the Executive Director.
  • Maintain documentation of personnel issues including meetings, coaching discussions, disciplinary action, suspensions and terminations, etc.
  • Initiate 60-day, annual, and as-needed performance reviews and evaluations.
  • Assist the human resource manager in developing/updating personnel policies, procedures, and employee paperwork, with Executive Director approval.
  • Facilitate the employee committee and take meeting minutes.

6. Manage company-wide staff incentive activities

  • Coordinate monthly staff incentive activities within the budget assigned.
  • Maintain new employee hire swag
  • Coordinate large employee events (e.g. DSP week, staff Christmas party, etc. )
  • Approve all HR expenses through the Human Resource Manager

7. Manage volunteer assignments and hours tracking

  • Maintain volunteer paperwork for compliance
  • Coordinate volunteer assignments with the Human Resource Manager and provide refreshments as necessary
  • Track Volunteer hours and provide monthly reports to the Human Resource Manager.

8. Assist with bookkeeping functions

  • Enter approved expenses, bills, invoices, and payments into QuickBooks or accounting software as directed by Human Resources/Finance Manager
  • Conduct monthly billing of vendors, independent contractors, private pay clients, state contracts, etc as directed by the Human Resources/Finance Manager
  • Compiling and submitting various reports including but not limited to EVV reports, UDOT, financial audits, etc.
  • Other bookkeeping duties as assigned by the Human Resources/Finance Manager.

9. Training/Team Player

  • Attend workshops, conferences, trainings, and community meetings as directed. Be responsible for attending training meetings required to fulfill training requirements. Attend SHRM meetings that are relevant to non-profit personnel practices

  • Develop and maintain a positive working relationship and open line of communication with staff.
  • Be open to new ideas and/or recommendations. Be prepared to offer recommendations as needed.
  • Report any concerns to the Executive Director. Develop proactive solutions to concerns that arise.

10. Other duties as assigned.
