Summary
Acting under the authority of the C-17 TS Operations and Maintenance Program Manager, the Formal Training Unit (FTU) Manager is responsible for all aspects of C-17 Training System FTU operations, including supervising CAE Instructor Staff and overseeing FTU Scheduling and CLS activities. Directly supervises the CAE site Resource Coordinator and Instructors. Coordinates all activities with C-17 TS ATS TSSC Mgr.
Essential Duties and Responsibilities

- Manages FTU site operations. Provides direct supervision to CAE assigned staff. Provides oversight of subcontracted staff. Ensures seamless FTU operations and contract compliance.
- Acts as principal liaison between the assigned government Program Office/Quality Assurance Representative (PO/QAR) and the CAE USA Operations and Maintenance Program Manager.
- Acts as the Site Contract diplomat, liaison and QAR Point of contact for the USAF customer.
- Ensures contract compliance for all site operations and maintains good working relationships with all customers.
- Ensures on time submittal of monthly device utilization reports and all other reports as required.
- Responsible for ensuring that adequate safety and security standards are established and maintained.
- Participates in and plans conferences with USAF customers.
- Ensures Fiscal Year student throughput or contracted ATD/academic training.
- Manages the execution of yearly, monthly, and weekly training schedules.
- Provides oversight of training programs for all personnel and is responsible for providing adequate resources.
- Observes/evaluates instructor personnel in classroom and devices, as required.
- Manages the site quality assurance program to ensure AS9100D compliance.
- Responsible for monthly submittals of data to meet CDRL requirements.
- Attends necessary weekly, monthly, and quarterly meetings as required or directed by the Program Manager.
- Represents the Company in day-to-day activities associated with site operations and local USAF base and community. This includes meetings, community planning activities, local charitable activities, and Government sponsored programs.
- Coordinates with Training System Support Center (TSSC) Manager to meet site specific TSSC requirements for facilities and support.
- All other duties assigned.
Qualifications and Education Requirements
- Bachelor’s Degree from an accredited institution of higher learning.
- At least 7 years’ progressive management experience. Prior C-17 flight experience, with emphasis on command/leadership experience and aircrew training. 8 years’ total flying experience, 5 years’ military experience, with at least 2 years’ instructor experience desired.
- Strong leadership, communication, and interpersonal skills are required
- Must be proficient in Microsoft Excel, PowerPoint, Project, and Word
- Must be able to effectively deliver oral presentations to management and customers
- Must be able to work independently and direct subordinates
- Must be able to work a flexible work schedule with overtime and weekend work as required.
- Must be willing to work any shift or day of the week as required.
- Ability to obtain a U.S. Security Clearance - requires U.S. Citizenship to obtain a clearance.
PREFERRED QUALIFICATIONS
- Master’s Degree preferred.
SUPERVISORY RESPONSIBILITIES
- Provides direct supervision to CAE personnel. Provides oversight of subcontracted staff.
- Provide counsel, advice and guidance to management, subordinates and other internal groups on technical matters including the capabilities and limitations of current technology, facility capability and costing of effort as these items pertain to quality and process improvement.
- Responsible for scheduling personnel, as well as managing labor and material expenditures.
- Attends meetings, manages delivery schedules and coordinates site activities. Ensure a safe and secure work environment is established and maintained.
Language/Mathematical/reasoning Skills
- Excellent verbal and written communication skills
- Must have the ability to read, analyze, and interpret the most complex word and technical documents/diagrams.
- Will be required to respond effectively to sensitive inquiries and complaints. Must be able to generate effective oral and written presentations and proposals on complex subjects.
- Must be able to calculate figures and amounts, prices, commissions, and percentages, and to draw and interpret graphs.
- Must be able to define problems, collect data, establish facts, and draw valid conclusions. An ability to interpret complex customer requirements and attitudes from verbal, non-verbal, and written communication is essential.
Security Responsibilities
Must comply with all company security and data protection / usage policies and procedures. Personally responsible for proper marking and handling of all information and materials, in any form. Shall not divulge any information, or afford access, to other employees not having a need-to-know. Shall not divulge information outside company without management approval. All government and proprietary information will be accessed and stored electronically on company provided resources.
- Incumbent must be eligible for DoD Personal Security Clearance.
Ability to obtain a U.S. Security Clearance - requires U.S. Citizenship to obtain a clearance.
Work Environment
This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
- Domestic and international travel as required.
- Will be working in areas with risk of electrical shock from moving mechanical parts driven by hydraulics under high pressure.
- Will at times be exposed to the following conditions: extreme heat, airborne particles, and loud noises.
