Job Description- Firefighter/EMT (Part-Time)

SUMMARY DESCRIPTION
Under the direct supervision of a Fire Captain and/or a Fire Lieutenant, performs responsible fire suppression, rescue, and medical activities under emergency and non-emergency conditions on an assigned shift.

DISTINGUISHING CHARACTERISITCS
An employee in this class participates in operations directly related to fire suppression, rescue, emergency medical, and hazardous materials response, and daily maintenance activities within the department's jurisdiction. These activities involve firefighting, performing emergency medical services, facility and equipment maintenance, and participation in incident response and fire suppression training. Work requires that the employee stay abreast of state-of-the-art fire suppression and rescue procedures, techniques, and equipment, and requires the employee to incorporate the necessary changes into in-service training. Ability to make effective decisions under pressure is required in all aspects of emergency response work. The employee is subject to the hazards associated with incident response work including working in inside and outside environments, in extreme hot and cold temperatures, loud noise, vibration, moving parts, high heat, chemicals, fumes, odors, dusts, gases, poor ventilation, oils, wearing respirators, and working in close quarters. The employee is also subject to OSHA standards on bloodborne pathogens. Work is performed under regular supervision of the assigned Fire Officer and is evaluated through observation, conferences, and written reports concerning the quality and effectiveness of work completed.

ESSENTIAL/REPRESENTATIVE DUTIES
Because of the inherent nature of emergency scenarios encountered by the fire department, the following duties are merely representational for this classification. Incumbents may not perform all the listed duties and/or may be required to perform additional or different duties from those set forth below to address departmental needs and continually changing departmental practices. The duties and responsibilities delineated below cannot be presented in a prioritized fashion as each emergency scenario and each passing day within the facility itself is unique.

  • Responds to fire alarms and participates in fire suppression activities; participates in remediation activities of chemical spills, hazardous materials, and other related incidents; responds to emergency medical calls and provides EMT response services.
  • Participates in on-going training activities to increase and maintain skill levels as an emergency responder.
  • Inspects station, and equipment for proper appearance and condition; ensures all primary apparatus are ready for response.
  • Performs maintenance and cleaning of fire apparatus, equipment, station building, and related facilities.
  • Inspects, cleans, and maintains fire hydrants and hoses, tests for proper operation and maintains maintenance records.
  • Assists with the completion of incident reports; participates in special projects as required.
  • Assists in the completion of pre-incident surveys.
  • Conducts station tours; makes fire prevention talks at the station and in community settings.
  • Maintains knowledge of the National Incident Management System, of which the Incident Command System is paramount.
  • May serve as a back-up fire apparatus operator (Driver/Operator) when needed.
  • Performs related duties as required.

QUALIFICATIONS
The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time to successfully perform the assigned duties:

Knowledge of:

  • Knowledge of modern methods of attacking fire emergencies and of the use and maintenance of firefighting apparatus and equipment.
  • Knowledge of incident response including response to hazardous materials spills, general rescue techniques, and emergency medical service calls.
  • Knowledge of the hazards of firefighting and appropriate safety precautions.
  • Knowledge of departmental rules and regulations.
  • Skill in the operation and maintenance of required tools, equipment, and apparatus.
  • Skill in teamwork, collaborative conflict resolution and customer service excellence.
  • Knowledge of the fire district’s layout and target hazards.
  • Some knowledge of the application of information technology to the work of the department.
  • Ability to establish and maintain effective working relationships with employees, volunteers, elected officials, and members of the public.
  • Ability to make sound judgements in emergency situations.
  • Ability to operate or learn to operate all required equipment and apparatus.

Physical Requirements:

  • Must be able to physically perform the basic life functions of climbing, balancing, stooping, kneeling, crouching, crawling, reaching, pushing, pulling, lifting, grasping, feeling, talking, and hearing.
  • Must be able to perform heavy work exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects.
  • Must possess visual acuity to size up the color, volume, and extent of fire involvement at fire scenes, to operate heavy fire apparatus in emergency situations, and to prepare records and reports.
  • Must be able to perform related duties while wearing a self-contained breathing apparatus.

Education and Experience

  • Possession of a high school diploma or GED;;
  • Possession of a valid NC Class B driver’s license, or equivalent, or the ability to obtain within 180 days of employment.
  • NC Firefighter certification or equivalent.
  • Possession of an NC EMT-B credential, or NC EMT-B credential Reciprocity, or National Registry EMT B.
  • NIMS/ICS 100, 200, 700, 800;
  • Possession of a Haz-Mat Level 1 Responder certification.

PHYSICAL DEMANDS AND WORKING ENVIRONMENT

Environment
Operating from the facility itself, this individual must frequently travel to various locations to respond to emergency scenes, disasters, or critical incidents and to attend meetings; frequent exposure to excessive heat, smoke, noise, dust, grease, fumes, airborne particles, noxious odors, gases, explosives and blood-borne pathogens; and all types of weather and temperature conditions; frequently works near moving mechanical parts, in areas of limited and restricted entry and exit, and in highly precarious places; exposure to vibration from equipment and vehicles; operation of hand and foot controls or repetitive body motions; extensive public contact on emergency scenes; the noise level in the work environment can be extreme and may be very loud when responding to emergency calls and when working at a fire or other emergency incident; wears appropriate and heavy personal protective equipment including goggles, face protector, turn-outs, safety shoes and self- contained breathing apparatus; must be able to work extended hours including evenings and weekends and may be required to travel outside the fire district and county boundaries to attend meetings and training. Work environment is team oriented, having life or death tasks, pace and pressure. Work is frequently performed in hostile and hazardous environments.

  • Fill open shifts as available in 12 hour increments.
