Under general direction of the Health and Human Services Agency Deputy Director/Director of Behavioral Health, to manage multiple systems of care within Behavioral Health; to direct program development, implementation and administration; to supervise the work of assigned clinical staff; and perform other work as required.


This is a management classification functioning as a Behavioral Health Clinical manager with administrative responsibility over multiple programs. Incumbents manage and direct contracted service delivery and assume a collaborative leadership role in program planning, development, implementation and evaluation. 

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.


  • Provides leadership in planning, coordinating, and directing the activities and programs of behavioral health programs; leads the establishment of and adherence to agency goals, policies, and procedures in compliance with all applicable laws and regulations.
  • Supervises and provides training to clinical staff, including interdisciplinary treatment teams, in the provision of clinical mental health services, including assessment, counseling, rehabilitation, and case management services to adults with mental illnesses and children with emotional or behavioral disorders.   
  • Provides supervision for licensure of clinical interns according to the requirements of the licensure. 
  • Administers clinical quality control/improvement/management program(s).
  • Oversees the County’s compliance and reporting requirements associated with local, state, and federal regulations and ensures adherence to such regulations and mandates.
  • Analyzes pending legislation affecting behavioral health services and recommends and/or implements appropriate policy and program changes.
  • Develops training and evaluation standards. 
  • Maintains and monitors clinic schedules for efficiency. 
  • Provides minimal clinical mental health services with children, adults and their families or associates at the level agreed upon with the Health and Human Services Agency Deputy Director/Director of Behavioral Health or designee. 
  • Collaborates with stakeholders in the development, implementation, and evaluation of programs to meet identified community needs. 
  • Provides on-call coverage. 
  • Oversees crisis response. 
  • Provides oversight of clinical managed care service delivery.
  • Provides oversight of contracted and community partner clinical service providers.
  • Provides clinical oversight of the Drug Medi-Cal Program.
  • Receives and responds to inquiries, concerns, and complaints regarding service delivery.
  • Assists the Health and Human Services Agency Deputy Director/Director of Behavioral Health in program planning and the development of the annual budget; confers with subordinates in preparing and budgetary planning; identifies program funding sources and prepares or directs the preparation of grant applications and proposals to secure funding.
  • May serve as the County designated Local Mental Health Director and/or the Alcohol and Drug Program Administrator.
  • May represent the division, agency, and/or County at regular state and regional meetings; attends local meetings of community groups, including the Local Mental Health Commission; participates on a variety of interagency committees.
  • Perform other duties as assigned.  

Knowledge of:

Principles, procedures, techniques, trends and literature of behavioral health practice; federal and state Medi-Cal standards of documentation, including Drug Medi-Cal; social aspects of mental illness and emotional and behavioral disorders; scope and activities of public and private health and social service agencies; principles and practices of case management; staff supervision and training methodologies.  


Ability to:

Plan, organize, assign, supervise and review the work of assigned staff and multidisciplinary teams; utilize technology for case management purposes; establish and maintain effective working relationships with those contacted in the course of work; write clear, accurate and concise reports; maintain an objective and empathetic understanding of mental illness, emotional and behavioral disorders; Work with clients from various cultural, physical, behavioral and environmental settings, including those who may be hostile or volatile; Effectively and professionally represent the department to individuals, groups, and governing bodies.   


TRAINING AND EXPERIENCE

Masters or Doctoral degree in Social Work, Marriage and Family Therapy, Counseling, Psychology, Nursing or a related field from an accredited college or university.  Four or more years of progressively responsible experience as a clinician in a relevant behavioral health and/or alcohol/drug program, including at least one year of supervisory experience. 

Possession of an appropriate California driver’s license issued by the State Department of Motor Vehicles. 

Licensure in California as a Licensed Clinical Social Worker (LCSW), Marriage and Family Therapist (MFT), Registered Nurse, Clinical Psychologist or related California licensure is required.  Licensure must be current and maintained.

Salary : $109,928 - $135,117
