ADMINISTRATIVE ASSISTANT I

HEALTH DEPARTMENT


GENERAL STATEMENT OF DUTIES

The primary purpose of the Administrative Unit is to facilitate the ways and means by which public health services are offered by the Caldwell County Health Department and to provide administrative and technical support to other agencies.

This position is also responsible for the health department’s participation in the debt set off program.

Public Health is a first responder agency for natural disasters (e.g. hurricanes, tornadoes, floods, winter storms), naturally occurring infectious disease outbreaks (e.g. influenza, SARS), technological hazards (hazardous materials releases, critical infrastructure disruptions), and terrorist incidents. This position, like all other positions within the Department, may be required to participate in any emergency response activities deemed necessary by the Health Director or his/her designee. Availability during emergencies and exercises is required.


EXAMPLES OF DUTIES PERFORMED

  • Performs all tasks associated with bad debt collection including but not limited to the Debt Set Off Program for the clinic, environmental health program.
  • Runs and maintains a variety of reports after each billing process is completed
  • Works closely with the Patient Accounts Specialist on billing issues
  • Solves technical problems with EMR and staff; works closely with Caldwell County IT staff when necessary
  • Assists in the processing of billing statements to self-pay patients as needed.
  • Maintains a variety of records and reports including scanning and filing.
  • Position will be cross trained to perform other duties related to the program area.
  • Assists with other duties assigned by Health Director, Administrative Officer and Director of Nursing
  • Schedules, assigns and maintain records for annual employee training via HealthStream in the absence of the HealthStream Coordinator

RECRUITMENT STANDARDS

  • Must have the ability to think through logical processes, adapt to changing priorities, possess excellent verbal and written communication skills, and possess a high degree of self-motivation and ability to work independently and collaboratively with minimal supervision.
  • Can plan, organize, delegate, review work and maintain work flow and procedures.
  • Must have thorough knowledge of all clerical practices including good communication and record keeping.
  • Knowledge of modern office practices and equipment, including computer operation.
  • Must have the ability to exercise judgment and discretion in problem situations and analyze and interpret policy and procedural guidelines.
  • The ability to navigate an Electronic Health Record and other computer-based systems such as Athena.
  • A knowledge of public health and its practices and services.
  • Must have basic and on-going training/education for the NC Debt Set-Off Program.
  • Due to use of financial and personnel information required to meet job requirements, a high level of confidentially is required.
  • Ability to maintain effective working relationships with the public and other county employees.
  • Position works independently day-to-day. Position works interdependently with health department and other county staff.

MINIMUM EDUCATION AND EXPERIENCE

Completion of high school or equivalent and four years of progressively responsible secretarial or clerical/administrative/office management experience; or completion of a two-year secretarial science or business administration program and two years of progressively responsible secretarial or clerical/administrative, office management experience; or completion of a four-year program in a college or university preferably with major emphasis on coursework in business administration, public administration, or related field; or an equivalent combination of training and experience.
