Position Title: Facilities Maintenance Supervisor

Reports To: Project Manager

Position/Duty Location: US Army Camp Parks Reserve Forces Training Area, Dublin, California

Workdays/Time: Monday-Friday, 7:30am-4:30pm, Occasional evening/weekend hours

Annual Salary: $75,000-$80,000 based on experience plus benefits.

Job Summary

Manage and supervise facility maintenance program of a military installation (U.S. Army Camp Parks). Plan, develop, schedule preventative maintenance work schedules, plans, and set work priorities to meet contract performance requirements and deliverables. In addition, supervise a team comprised of various trades engaged in facility maintenance and repair, grounds maintenance, as well as all equipment maintenance.

Essential Functions of the Job

  • Develops mechanisms for monitoring contract performance.
  • Responsible for setting, performing, and completing Preventative Maintenance schedule per contract scope of work.
  • Responsible for the facility maintenance safety program, training and inspections to ensure compliance with OSHA and Agency policies.
  • Conducts new hire on-site orientation and training programs.
  • Assists Project Manager in maintaining contract files, preparation, and filing of reports.
  • Supervises a team consisting of various trades (HVAC, Plumbing, Electrical, and General Maintenance), ground maintenance workers in the repair, maintenance, and renovation of assigned facilities.
  • Determine and develop work priorities, prepares schedules, and assigns tasks; coordinates operations with other divisions, departments, and contractors to minimize conflicts and delays; and inspects work in progress and on completion to ensure compliance with instructions, procedures, standards and timelines.
  • Responsible for establishing and creating preventative maintenance plans and work schedules in accordance with (IAW) contract performance requirements.
  • Plans, schedules, supervises, and evaluates the work of subordinate employees; provides instruction, training, coaching and assistance as necessary; completes personnel actions including evaluations and discipline; participates in personnel processes including hiring, promotions, transfers, and terminations.
  • Monitors and inspects work in progress and upon completion to ensure timely completion and compliance with instructions, procedures, and standards; assists subordinates as necessary, and resolves construction and maintenance problems as required; enforces safety rules and regulations.
  • Reviews and evaluates work methods and procedures to ensure safe working conditions and efficient operations and recommends changes as necessary.
  • Prepares work estimates including material, equipment, and labor requirements; review and approve parts and material requisitions while monitoring expenditures; establish internal control and direct oversight of preventative maintenance checks and services (PMCS) of work equipment in support of facility maintenance operation.
  • Demonstrated Leadership and Communication skills; with the ability of leading project teams ensuring effective and efficient communication and collaboration of project success.

  • Maintain daily and timely interaction and liaison with stakeholders i.e. with company leadership and government contracting officer representatives (COR), Assistant Contracting Officer (ACOR) and government leads while communicating progress of various facility and ground maintenance project status.

  • Participates in developing program plans, goals, and objectives; facility policies, procedures and rules; and required reports as needed.
  • Perform related duties and special projects along with performing duties of subordinates as needed, and/or as required by Project Manager.

Knowledge, Skills and Abilities

  • Minimum Education (or substitute experience) required: High school diploma or GED
  • Bachelor’s degree, preferably
  • Five (5) years of current’ experience in facility and building preventative maintenance.
  • Principles and practices of supervision, program planning and customer service
  • Knowledge of maintenance, and repair work; carpentry, gardening, electrical and mechanical systems, landscaping, plumbing, and heating ventilation and air conditioning (HVAC) and occupational hazards and safety rules and regulation.
  • Ability to handle multiple priorities and give work direction to others.
  • Excellent written and verbal communication skills in English, including the ability to facilitate meetings, negotiate, and train staff.
  • Maintain complete and accurate written records and prepare required reports.
  • Establish and maintain effective work relationships with superiors, subordinates, co-workers, government and customers.
  • Strong knowledge and understanding of Microsoft Office Suite, SAP, and other databases.
  • Knowledge and understanding of Department of Defense (DoD) and U.S. Army Protocols, government contracts and performance requirements, is a plus.
  • Strong management and statistical analysis skills.
  • Ability to work with and provide direction to individuals with diverse backgrounds including but not limited to the following areas: age, race, gender, ethnic origin, physical and mental abilities, skill levels, socio-economic background and previous employment experience

Credentials, Certifications, Licenses, Other Special Requirements

  • Valid CA Class C driver’s license with acceptable driving record per Agency insurance requirements
  • IFMA Certification in Facility Management or similar credential
  • HVAC, Electrical, and Plumbing Certifications are a plus.

  • Inside work with sitting, bending, twisting, reaching, pulling, walking and lifting up to 20 pounds.

  • Inside and outside work, normally 5 days a week, with some evening and weekend work in support customer emergency work orders
