The Mobile Source Control Division is seeking a passionate, resourceful, and knowledgable Staff Air Pollution Specialist (SAPS) to join the Off-Road Control Section (ORCS) within the Mobile Source Regulatory Development Branch. Under minimal direction of an Air Resources Supervisor I, the successful candidate will serve as a technical lead and subject matter expert to develop, analyze, and write regulatory policy to amend the off-road new compresion-ignition standards (Tier 5) including the proposed elements and the spark-ignition marine engine amendments to advance the California Air Resources Board's (CARB) mission of protecting public health and the environment.
Duties could include, but are not limited to reviewing scientific and technical literature; analyzing operations, cost, and emission data; managing and overseeing test programs, studies, and surveys; developing regulatory concepts and working with management to evaluate such concepts; generating a variety of reports, briefing papers, speeches, email and letter responses, and presentations; making recommendations based on thorough analysis of relevant technical, economic, and policy-based information; and following regulatory proposals through the public Board hearing process, meeting and corresponding regularly with industry stakeholders, trade associations, environmental groups, other governmental agencies, and the public. Other duties could include providing support to other CARB units for advanced technology and off-road efforts to ensure CARB's interests are clearly represented. Some travel is required.
This SAPS position requires expertise in mobile source rulemaking, cost analysis and some knowledge of averaging, banking and trading programs and the transition program for equipment manufacturers. The SAPS will play a critical role to establishing new, rigorous requirements applicable to manufacturers and lead the development of future rulemakings and the cost analysis for such rulemakings. The SAPS will need to help tackle the diverse and complex nature of the off-road sector and accompanying power ratings and the aggressive timelines of the State Implementation Plan. The cost analyses led by the proposed SAPS will be critical in ensuring complete understanding of the incremental costs associated with the development and deployment of off-road engines (land and marine), which will be necessary to maximize emission reductions while considering cost impact on the California economy. Further, this position will be tasked with passing their expert knowledge to the rest of the staff within the section, which will help ensure a strong team of engineers and scientists.
The Mobile Source Control Division is responsible for developing and implementing statewide measures to reduce the emission of smog-forming pollutants, greenhouse gases, and toxics from mobile sources.
