Finance is in pursuit of its newest member of the Director’s executive management team! This position serves as the Program Budget Manager (PBM), and will oversee Government Operations, Consumer Services, IT Consulting, Local Government, and the Tax Unit. The PBM plays a key role in all areas of the development and recommendation of policies impacting all segments of government through the fiscal and budgetary programs of state government.

Responsibilities:
- Manages the Government Operations, Consumer Services, Information Technology Consulting, Local Government, and Tax Unit.
- Heavily assist in the development and recommendation of policies impacting all segments of government through the fiscal and budgetary programs of state government.
- Drafts financial legislation and appears before legislative committees on items of budgetary concern.
Requirements:
- Extensive managerial and program administrative experience
- Experience including substantial responsibility for a combination of management functions such as program planning, policy formulation, organization coordination and control, and fiscal and personnel management.
- Knowledge of the organization and functions of California State Government
- Skilled in techniques of organizing and motivating groups, program development and evaluation.
- Highly knowledgeable in principles and practices of policy formulation and development.
- Ability to plan, organize, and direct the work of multidisciplinary professional and administrative staff.
- Experience analyzing administrative policies, organization, procedures, and practices.
- Ability to integrate the activities of a diverse program to attain common goals.
- Skilled in analyzation of complex problems and recommending effective courses of action
