Job Description And Duties

This position is located in Sacramento, Ca.

Under the general direction of the Program Manager (Staff Services Manager I or SSM I) of the Federal Loan and Grant Closing Branch (FLGCB) in the Division of Federal Financial Assistance (DFFA), the HCDR II is primarily responsible for complex project activities and varied day-to-day activities associated with grant and loan closings, and administration of Federal housing and community development programs including, but not limited to HOME Investment Partnership Program (HOME), HOME Investment Partnership Program American Rescue Plan Program (HOME-ARP), and/or National Housing Trust Fund Program (NHTF).

The Loan Closing Branch duties include complying with the Department’s federal and state funding programs underwriting requirements, analysis of financing documents and preparation of grant and loan closing documents functions which include the more responsible, varied, and technically difficult, developmental, and/or analytical assignments. Additional duties include contributing to the development of housing policies, program design and implementation, loan closing processes and procedures, and job aids.

HCD Disclosure Requirements

Selected candidates may be subject to rules imposed by a Conflict of Interest Code that apply to HCD employees, which may require filing a Statement of Economic Interest (Form 700).

HCD conducts pre-employment background checks on all new to HCD or returning to HCD candidates. This position requires a background check to be cleared prior to being hired.

Per CCR 249.3, this job control may be used to fill subsequent vacancies.
