Under the direction of the Program Manager I, Office of Emergency Services, and pursuant to the federal Public Assistance Disaster Grant, federal Fire Management Assistance Grant (FMAG), California Disaster Assistance Act (CDAA) grants, and other grant programs, the DAPS II is responsible for working with significant independence, at an advanced journey level, to assist eligible applicants with moderate to highly complex projects in applying for federal and state disaster assistance funding. Works within various programs including grants management, public assistance, research, analysis and documentation, and administration. Coordinates program activities for open state and federal disasters, emergency declarations, and is a primary point of contact for closing assigned disaster projects and applications. Serves as a lead person over DAPS I staff in a designated unit of the Recovery Branch and as the consistent and primary contact with the program applicants. Required to meet regulatory and internal deadlines on all assignments. May be required to travel on short notice and work overtime as necessary in support of Cal OES and program objective.

Working Conditions

This position is Headquartered and reports to the office located in Mather, CA.

DMV Pull Program - Participation in the DMV Pull Program is required. The position(s) require(s) a valid Driver’s License (DL). You must answer the questions addressing your DL on your application. Ensure you provide your DL number, class, expiration date, and any endorsements and/or restrictions.

Conflict of Interest - This position is designated under the Conflict of Interest Code and is required to complete Form 700 within 30 days of appointment. Failure to comply with the Conflict of Interest Code requirements may void the appointment.

In the event of an emergency, employees may be contacted and requested to report to work in the event of an emergency. This service may require irregular work hours, work locations other than the official duty location, and may include duties other than those specified in your official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and you may be required to relocate to emergency sites.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Knowledge of construction management and engineering principles; local, State, and Federal building codes; State and Federal regulations; environmental and historic law; risk assessment and analysis; accounting principles and estimating techniques; mitigation and environmental planning techniques and principles; methods of program report preparation and program reporting techniques; grant writing techniques; organization and operations of local, State, and Federal disaster assistance programs; methods and procedures of local government and State organizations; public administration; and basic computer skills.
  • Knowledge of project monitoring techniques; technical report writing and interpretation; personnel management practices, and methods and techniques of effective leadership; principles and practices of building construction, engineering, and design, and/or urban infrastructure construction, engineering, and design; emergency management systems; hazard mitigation, environmental planning, and engineering; goals and objectives of the disaster assistance and recovery programs; eligibility criteria under State and Federal disasters; and State and Federal project compliance review.
  • Ability to analyze complex cases and multiple tasks; track multiple projects; edit documents; interpret and implement regulations and policies; interpret, apply, and develop policy proposals and procedures; and participate in assigned programs effectively with groups and agencies to gain cooperation in disaster assistance programs issues.
  • Ability to interpret applicable codes, laws, rules, regulations, and policies; analyze situations accurately, and take effective action; reason logically; analyze data and effectively present ideas; communicate effectively; and establish and maintain cooperative working relationships with various agencies and all persons contacted in the disaster assistance programs.

  • Demonstrate the ability to prioritize and work well under pressure to meet quick deadlines
  • Possess excellent customer service skills
  • Be able to work in remote areas and makeshift office environment
