Under direction of the Recovery Directorate in the Interagency Recovery Coordination (IRC), Recovery Support Functions (RSF) Unit, the RSF ESC facilitates the integration of the capabilities of the state and federal government, as necessary, to help local and tribal governments address disaster recovery housing issues and coordinate the delivery of available state and federal resources and programs, and to support long-term recovery.
The ideal candidate for the ESC position is a passionate, self-motivated, and organized person with the ability to conceptualize, plan, and implement innovative projects to aid local, state, tribal, and rural communities plan for and recover from a disaster. The ESC manages disaster coordination, highly visible projects, and stakeholder engagement to closely align with the California Disaster Recovery Framework (CDRF) for disaster related housing needs. The ESC ensures ongoing engagement with the primary agencies and support organizations to assist local long-term recovery and resiliency efforts of disaster affected communities. ESC understands coordination concept and works with any and all of the six (6) Recovery Support Functions (RSF) to facilitate State support for overwhelmed communities in key functional areas: Community Planning and Capacity Building; Economic; Health and Social Services; Housing; Infrastructure Systems; and Natural and Cultural Resources.

JFO –Pasadena - This position is Headquartered and reports to the Joint Field office located in Pasadena, CA.

- Effectively coordinate with local, State, federal, tribal, and non-profit partners on long-term recovery activities and the implementation of recovery objectives for disaster affected communities
- Limited Term positions may be appointed up to 12 months or extended to 24 months with the possibility of becoming permanent.**

- Emergency Appointment (Ehire) will be considered**
- An emergency hire appointment can work up to 189 days in 12 consecutive months, based on the needs of the disaster.
- Positions are paid on an hourly basis, once a month, during the first week of the month following the closure of the pay period. An emergency hire appointment is not eligible for medical benefits or a retirement program.
- Emergency hire appointments earn state service and sick leave and vacation based upon actual time worked.
- Civil Service Examinations are not required for appointment.

- Knowledge on engagement with underrepresented and vulnerable communities and the impacts of housing for those communities
- Demonstrated communication among differing viewpoints or backgrounds
- Experience working in a state or national level disaster event.
- Experience working in a Joint Field Office or Area Field Office.
