About the job: This assignment involves a perceptive understanding of state and federal regulations, as well as local government requirements in relation to declared emergencies and recovery programs. ESC will be part of a team of field coordinators with the Regional Operations Coastal Branch and they must be able to work independently as well as be a contributing team member.

Under the direction of the Program Manager II, the ESC functions in a demanding and changing environment, which requires to act with great independence while effectively maintaining a routine workload and regularly responding to short term tasks. Demonstrates effective interpersonal, written, and oral communication skills, and functions effectively and efficiently in a fast-paced environment with competing and changing priorities and must be able to respond to all forms of disasters and emergencies, at any hour anywhere in the state, within short time frames. Required to meet regulatory and internal deadlines on all assignments. Serves as the interface between local and state government, as such, they must be able to function as a project lead, think creatively and possess solutions-oriented work principles. Possess and attitudem of self-sufficiency to overcome unforeseen physical and mental challenges when support from others is unavailable. Responsibilities include a wide variety of emergency management advisory functions in support of local and tribal governments, regional staff, and state agencies. Knowledge of Emergencies Services Act (ESA), Incident Command Systems (ICS), Standardized Emergency Management System (SEMS)/National Incident Management System (SEMS/NIMS), Emergency Support Functions (ESF), Recovery Support Functions (RSF), Emergency Management Mutual Aid (EMMA), Cal OES Emergency Management software systems, and the Emergency Management Performance Grant (EMPG) is required.

Working Conditions

Hybird - This position is eligible for a hybrid work schedule which includes up to two days of remote work per week. Additional in office days may be required based on the business need.

DMV Pull Program - Participation in the DMV Pull Program is required. The position(s) require(s) a valid Driver’s License (DL). You must answer the questions addressing your DL on your application. Ensure you provide your DL number, class, expiration date, and any endorsements and/or restrictions.

Conflict of Interest
- This position is designated under the Conflict of Interest Code and is required to complete Form 700 within 30 days of appointment. Failure to comply with the Conflict of Interest Code requirements may void the appointment.

This position is located in Lake County/ Mendocino County. Residence within 50 miles of this location is desired for this position.

Headquarter Response Operations manages the systems, alerts, training, products, documentation and support for the state operation center. The current State Operations Center (SOC) at the California Governor’s Office of Emergency Services has been a model for local governments, the private sector and non-profit organizations since it was built in 2001.

In the event of an emergency, employees may be contacted and requested to report to work in the event of an emergency. This contact may be outside of your normal working hours (evenings/nights, weekends, and holidays). This service may require irregular work hours, work locations other than the official duty location, and may include duties other than those specified in your official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and you may be required to relocate to emergency sites.

Training and Development (T&D) assignments are temporary assignments to provide an employee training and experience to move to a different occupational field. A T&D assignment is a formal agreement between the employee, the current supervisor, and the new supervisor. The duration of agreements can vary in length but shall not exceed twenty-four (24) months.

The duration may also be the length of experience needed to meet the minimum qualifications. Please note they are only available to current California State employees who have permanent status.
