Under direction of the Disaster Planning Unit Manager, the ESC performs work activities related to planning and preparedness for statewide emergency management operations and programs including a wide variety of tasks associated with the development and maintenance of state emergency plans and management systems. The ESC acts as a liaison between Cal OES and emergency management agencies, organizations, and groups on all program matters; and assists in problem solving, program implementation and development of plans, policies, and guidance for emergency management systems and programs. The ESC is responsible for specialized emergency management plans and projects; may serve as program or project lead coordinator on difficult and complex emergency management projects; formulates program and policy direction and alternatives, and selects and develops methodologies for program implementation and improvement. May serve as program lead and be assigned staff responsibilities in support of other technical or programmatic functions as needed.

Working Conditions
Telework - This position is eligible for a hybrid work schedule which includes up to two days of remote work per week. Additional in office days may be required based on the business need.
DMV Pull Program - Participation in the DMV Pull Program is required. The position(s) require(s) a valid Driver’s License (DL). You must answer the questions addressing your DL on your application. Ensure you provide your DL number, class, expiration date, and any endorsements and/or restrictions.

The Planning, Preparedness, and Prevention Directorate develops and maintains statewide plans and planning guidance for local emergency management, state agencies, and tribal governments, including specialized programs for radiological preparedness, dam safety, seismic hazards, and earthquake early warning. This directorate also includes the California Specialized Training Institute which provides exercise support and courses in emergency management, hazardous materials response, criminal justice/officer safety, fire & rescue, and crisis communications.
