About the job: This position is within the Response Support Operations Division (RSO). The successful candidate will support all RSO programs, with a particular emphasis on the Operational Readiness Program (ORP).

Under direction of the Program Manger II, and as a member of the Response Support Operations team, the Emergency Services Coordinator will have responsibility for a wide range of programs/projects related to emergency operations as assigned by the PM II. This includes leading or supporting programs such as: The Operational Readiness Program: MissionEdge workforce management program, and the Emergency Management Compact (EMAC). In addition to the regular program responsibilities, the ESC supports activities related to incident response before, during, and after emergency events. This includes assisting with operations of the State Operations Center (SOC), maintaining operational and situational readiness, and intelligence gathering/dissemination. The position also serves as an interface interaction with all levels of government, including special district and non governmental organizations in support of operations planning and response activities. The ESC will also complete complex task such as analysis of state or federal program requirements and will be involved with the review and development of standard operating procedures and protocols for operations.

Cal OES provides training to enhance the understanding of emergency and incident management to all employees.

Headquarter Response Operations manages the systems, alerts, training, products, documentation and support for the state operation center. Our goal is to ensure response teams and liaisons are equipped with the right tools to successfully support disaster response coordination across the regions and state.

The current State Operations Center (SOC) at the California Governor’s Office of Emergency Services has been a model for local governments, the private sector and non-profit organizations since it was built in 2001.

In the event of an emergency, employees may be contacted and requested to report to work in the event of an emergency. This contact may be outside of your normal working hours (evenings/nights, weekends, and holidays). This service may require irregular work hours, work locations other than the official duty location, and may include duties other than those specified in your official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and you may be required to relocate to emergency sites.

  • Be proficient in the use of various computer word processing, spreadsheet, and database applications and be willing to learn new technological tools and to incorporate them in daily tasks
  • Demonstrate excellent interpersonal skills with the ability to assume complex duties and pivot to changing priorities
  • Ability to work efficiently and effectively both independently and in a team environment
  • Possess strong organizational, time management, analytical, and project management skills
  • Demonstrate the ability to prioritize workload and manage multiple projects with short-term and long-term deadlines
  • Ability to analyze and solve complex problems and recommend an effective course of action
  • Have excellent customer service skills
  • Ability to manage complex and sensitive issues, recommend, and implement solutions
