The EG makes detailed analyses of proposed projects, analyzes, and prepares descriptions of property, prepares specialized technical studies, performs difficult research work, prepares comprehensive reports, and makes recommendations on engineering geologic problems. Monitors developments within a technical area to identify issues that may affect the eligibility or processing of applications for federal and state disaster assistance funding. Applies program directives in accordance with the Robert T. Stafford Act, the California Disaster Assistance Act (CDAA), and other regulations pertaining to damage caused by floods, earthquakes, fire, wind, civil unrest, etc., for public facilities including buildings, roads, bridges, levees, sewers, other utilities, etc. In a geo-technical setting, the incumbent performs engineering geologic duties related to project planning or site-specific design, construction, and maintenance of critical structures, lifelines, etc.
This position requires knowledge and experience in disaster program laws, regulations, policies, and damage assessment. The incumbent must be able to prepare detailed plans and specifications, perform technical research, develop detailed analyses, and analyze situations to make a recommendation. Must possess the knowledge and ability to analyze complex situations accurately, reason logically, implement policy and regulations, and effectively communicate with the Governor’s Office of Emergency Services (Cal OES) staff and management, public agency representatives, and federal staff for proper action. As the EG progresses through alternate ranges, the level of difficulty, responsibility, and supervision received increases.

Department Information
The Cal OES is an emergency response, homeland security, and disaster recovery agency and as a result, is a dynamic and exciting place to work in a team-oriented environment. Cal OES provides training to enhance the understanding of emergency and incident management to all employees.
The Recovery Section is responsible for managing disaster recovery and providing assistance to local governments, special districts, certain nonprofit organizations, individuals, businesses and agricultural communities impacted by disasters. The Recovery Section ensures state and federal support are provided in an efficient and timely manner throughout the recovery process.
In the event of an emergency, employees may be contacted and requested to report to work in the event of an emergency. This contact may be outside of your normal working hours (evenings/nights, weekends, and holidays). This service may require irregular work hours, work locations other than the official duty location, and may include duties other than those specified in your official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and you may be required to relocate to emergency sites.

Special Requirements
Salary Range D requires possession of a valid certificate of registration as a geologist or geophysicist issued by the California Board of Geologists and Geophysicists. Range D incumbents act in a responsible charge capacity.

Desirable Qualifications
- Possession of Professional Geologist Certificate.
- Strong foundation in geologic and geomorphic processes related to landslides, post-fire debris flows, and erosion control.
- Experience conducting field investigations, geotechnical assessments, and site evaluations for geohazard mitigation.
- Proficiency in GIS and remote sensing tools to analyze terrain stability and support emergency response efforts.
- Ability to interpret and apply regulations such as CEQA, NEPA, and other environmental compliance frameworks in geohazard mitigation.
- Experience working in an interdisciplinary team with state, federal, tribal, and local agencies on geologic hazard assessments.
- Knowledge of emergency response and recovery operations related to natural disasters and post-wildfire geohazards.
- Strong technical writing skills for preparing reports, hazard assessments, and policy recommendations.
- Ability to conduct risk assessments and develop mitigation strategies that balance public safety and environmental conservation.
- Effective communication skills, including the ability to present complex geologic concepts to non-technical audiences.
