Under the direction of the Staff Services Manager II, Human Resources the Classification & Pay Manager is responsible for the supervision and mentoring of a group of hiring and recruitment analysts. The SSM I must possess good communication skills, both written and oral, and is able to interact effectively and cooperatively with management and staff. The SSM I ensures staff receives training and follows consistent processes.

Working Conditions
The California Governor’s Office of Emergency Services (Cal OES) is an emergency response, homeland security, and disaster recovery agency and as a result, is a dynamic and exciting place to work in a team-oriented environment. Cal OES provides training to enhance the understanding of emergency and incident management to all employees.
The Finance and Administration Directorate oversees sections managing Cal OES operations including budgeting, fiscal analysis, grants management, human resources, labor relations, staff recruitment, examinations, and organization and professional development. The Directorate is comprised of three sections: Administrative Services, Human Resources and Grants Management.
In the event of an emergency, employees may be contacted and requested to report to work in the event of an emergency. This contact may be outside of your normal working hours (evenings/nights, weekends, and holidays). This service may require irregular work hours, work locations other than the official duty location, and may include duties other than those specified in your official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and you may be required to relocate to emergency sites.

- Telework - This position is eligible for a hybrid work schedule.
- Conflict of Interest - This position is designated under the Conflict of Interest Code and is required to complete Form 700 within 30 days of appointment. Failure to comply with the Conflict of Interest Code requirements may void the appointment.

- Supervisory or leadership experience, including coaching employees to maximize efficiency and effectiveness by providing leadership, mentoring, and training.
- Experience with the state civil service human resource management and administrative processes, including knowledge of best hiring practices, laws, rules and procedures of the Department of Human Resources and State Personnel Board.
- Ability to organize and establish workload priorities and work well under pressure; exercise sound judgment; and maintain confidentiality
- Excellent customer service skills and desire to help others
- Ability to be flexible and adaptable to frequent workload changes based on organizational priorities and work under pressure for time-sensitive, high priority projects.

- Ability and willingness to delegate responsibilities while ensuring timeliness and quality products.
- Strong analytical, research, and writing skills with an emphasis on completed staff work.

- Experience in all phases of project management.
- Ability to work well and stay organized in fast-paced, high-volume environment.
- Possession of a positive attitude when working with all levels in an organization.
- Knowledge of, and experience in, using various Microsoft Office applications and virtual platforms (MS Word, Outlook, PowerPoint, Excel, Teams).
- Experience with software used in eLearning development (such as Adobe Captivate or similar development tool).
- Ability to evaluate course content and research training resources.
- Demonstrated reliability with a good attendance history and the ability to be punctual.
