Under general direction of the Rail Safety Division (RSD) Director, the Program Manager (PM) is responsible for the administration and management of the Railroad Operations and Safety Branch (ROSB), which is comprised of the Railroad Operations Safety Section-North, Railroad Operations Safety Section-South, Railroad Operations Safety Section-Central, Railroad Operations Safety Section-Coast, and the Special Projects Section. The Program Manager directly supervises one Program and Project Supervisor (PPS) and four Supervisors Operations & Safety Section (SOSS), who are responsible for the Commission’s railroad safety inspection program (excluding railroad/highway crossing engineering and rail transit safety).
The ROSB Program Manager is responsible for integrating the state railroad safety program with the federal program, and for being sufficiently knowledgeable of and an expert in railroad safety, infrastructure, rules, regulations, and the requirements and workings of the federal/state participation program. Additionally, the Program Manager must have sufficient knowledge and expertise to oversee the Special Projects section’s accident, risk management, projects and initiatives, and other policy analyses, and to develop, manage, and convey the state’s input into research and development in new railroad safety legislation and new Federal Railroad Administration (FRA) regulations. The Program Manager will utilize his or her industry and safety regulatory expertise and experience in addressing complex organizational, safety, and regulatory problems.
