Job Description And Duties
Under the general direction of the Business Services Office Manager (Staff Services Manager II), the Staff Services Manager I (Specialist) is responsible for work within the department’s Facilities Unit. The incumbent will act as a highly skilled and independent consultant as the lead of facilities projects. They will be responsible for coordinating workload of State Controller’s Office (SCO) technical subject matter experts, all divisions, lessor contractors and construction crews, and the Department of General Services (DGS).

Job Description And Duties

They will be responsible for coordinating workload of State Controller’s Office (SCO) technical subject matter experts, all divisions, lessor contractors and construction crews, and the Department of General Services (DGS).
Duties Performed:
(Candidates must perform the following functions with or without reasonable accommodations.)
- Manage the complex SCO Sacramento Facility Project and Executive Office San Francisco project which includes a variety of smaller sub projects throughout existing and new facilities.
- Support and manage additional Executive priority facility related projects.
- Work closely with the Department of General Services (DGS), Division of Real Estate Services (RESD) to ensure accuracy and compliance of all project work. Ensure projects are within SCO’s budgetary constraints and projections, which includes final approval of project related invoices.
- Prepare various analyses, including organizational change management efforts, to ensure program needs are met and to determine whether charges are reasonable.
- Provide information needed for facility lease negotiations, review project construction plans for compliance.
- Oversee all phases of design and construction from development of proposals to post construction inspections. This includes, but is not limited to coordinating and overseeing inclusion of all project needs related to IT server and network functions, security infrastructure, and division specific operational infrastructure.
- Collaborate with Executive Management, and departmental staff on facilities relocations, office space redesign, and construction projects to meet the organization’s long-term operational and customer service goals.
- Due to the confidential nature of SCO work and documents, project related vendor escort is expected and required in SCO existing and new leased spaces in California included in the overall SCO Facilities Project.
- Travel to and from SCO offices as required, working beyond regular business hours in order to meet business needs. Project related vendor escort will be required both during and after SCO business hours, including weekends.
- Validate work performed by vendors meets project scope.
- Coordinate the project related activities of vendors in the facility specialty trades of physical security, data communications, interior design, physical moves, fire/life/safety and the ADA.
- Provide oversight and technical support in matters related to lease management and negotiations resulting from the SCO Sacramento Facility Project efforts; manage space utilization, ergonomics, and compliance with requirements such as the ADA, Title 24 and Uniform Building Codes.
- Update existing and develop new policies and procedures to align with Project related enterprise-wide business process changes including, but limited to space standards, space use and management, and centralization of various asset and receiving functions.
- Conduct detailed analysis and make recommendations on a variety of project and space related topics, as needed.
- Develop and maintain detailed and Executive level project tracking tools, which will provide status on project budget, scope, timeline, and specific tasks.
- Provide monthly and Ad Hoc reports on project status for a variety of end users.
- Utilize AutoCAD, Word, Excel, Access, and Outlook to assist with facility and administrative tasks as required.
