The Aquatics Division Chief serves as a leadership position within the Department of Parks and Recreation. This is highly responsible professional administrative and managerial work in the planning, developing, coordinating, implementation and administration of the County's aquatics facilities through subordinate supervisors. Provides supervisory and operational oversight of programs at County aquatics facilities as assigned. Work involves planning, directing and evaluating a diversified program of recreational, instructional and competitive aquatic activities for all ages, ability and interest groups; facility operations; maintenance and repairs; budgeting and revenue production; as well as capital projects and planning. Work requires a degree and considerable prior experience. Work is performed with considerable independence under the general direction of the Parks and Recreation Deputy Director and reviewed through conferences, reports submitted and results obtained.Essential Job FunctionsPersonnel management, budget preparation and monitoring; interacts with community and park users; supervises and directs operations at aquatics facilities; and planning. Supervision is exercised over subordinate supervisors, administrative, maintenance, technical and clerical personnel involved in various phases of aquatics activities. Establishes and monitors controls to evaluate performance; takes appropriate actions to correct performance and to adjust assignments to meet requirements.Supervises the development and implementation of aquatics facilities and revenue activities for the County at those facilities: establishes objectives and evaluates progress, determines demands, reviews plans and activities, schedules, informational materials, budgets and related matters for approval, evaluates program performance; acts on such matters and make such changes and adjustments as deemed necessary to improve or accommodate programs to exigencies.Supervises staff engaged in aquatics facilities: assigns and reviews work, and takes actions to adjust work, staffing and operations to meet requirements; trains staff in new policies and procedures. Responsible for recruitment and interviewing of staff, instructors and volunteers. Oversees transfer, promotion, payroll, leave, performance and other personnel actions.Reviews work of contractors for acceptance; confers with parties to discuss and resolve problems.Manages positions and personnel to make best use of employees; interviews applicants and recommends and/or selects employees; develops employees' capabilities; counsels employees and recommends disciplinary actions; enforces agency and County Personnel policies and procedures. Travels to various county sites to observe and evaluate assigned staff.Implements established goals and objectives in the organization; devises and implements work methods and procedures; reports on Division and program progress and effectiveness.Recommends new facilities or improvements to aquatics facilities.Uses financial resources economically. Develops and maintains informational resources and safeguards their use. Procures, stores and distributes supplies and material economically and efficiently. Ensures effective maintenance and operation of facilities and equipment. Initiates administrative actions required for operations including budget, fiscal, payroll, purchasing and related actions; researches products and cost data for purchases.Coordinates programs and activities with other units; reports delays and problems promptly and takes appropriate actions to maintain effective coordination of activities.Develops plans to meet unexpected situations, new developments and changes in programs; prepares for emergencies; understands the factors and conditions affecting programs and recommends appropriate responses when these change. Makes decisions to cancel activities in event of inclement weather and for other reasons.Attends departmental and public meetings, workshops and conferences related to aquatics management. Prepares presentations and presents to various groups and organizations regarding aquatics facilities.Prepares management reports; collects, analyzes and evaluates data and information and develops conclusions and recommendations thereon. Evaluates and reports on future community requirements for aquatics facilities and equipment.Responds to and answers all public inquiries regarding special facility or revenue operations. Handles problems and complaints; drafts and presents for recommendation policies, procedures, rules and regulations for use of aquatics facilities; and manages enforcement.Communicates understanding and support of organization goals and programs through actions as well as spoken and written words; interacts effectively with individuals and groups at all levels; maintains ties with external organizations; keeps all interested and involved parties informed of matters requiring their attention.Maintains all licenses for aquatics facilities and staff; ensures compliance with local, state and federal laws as they pertain to aquatic facilities.Maintains manual or automated records of all maintenance or repair activities.Oversees all training and in-service requirements for new, returning and continuous staff at aquatic facilities.Other DutiesBack up staff to ensure that pool systems operate in accordance with mandated local, state, and federal requirements by inspecting, maintaining, and repairing pool heaters, pumps, motors, chlorination equipment, chemical feed systems, storage tanks, valves, and pool fittings.Tests, maintains, and keep accurate records of the proper chemical balance, pH and chlorine values, and cleaners for optimal water quality.Serves as second responder to aquatic service calls and addresses or completes working in order to ensure timely completion to maintain operations.Performs related work as required.Knowledge, Skills, and Abilities (These are pre-employment KSA that apply only to Essential Job Functions.)Knowledge of--Principles and methods of administration of public parks and recreation aquatics programs.Theories, techniques and principles of supervision, management and administration.Community dynamics and needs with respect to revenue generating programming.Current literature, trends and developments in the field of aquatics facility development, maintenance, increasing revenues, marketing, promotions and operation.Facility and equipment needs in a broad aquatics program.Budget control, accounting procedures and preparation of budgets and other financial management documents.Technological trends and usage for operation of successful aquatics programs.Ability to--Plan, organize, coordinate and direct county-wide aquatics programs. Identify, analyze and solve administrative and management concerns or issues and render advice, assistance and/or resolution. Establish, stimulate and develop effective working relationships within the community, vendors and various partner agencies. Gather and analyze data and draw logical conclusions; prepare detailed reports and related memoranda. Communicate effectively orally and in writing. Deal effectively with the publicExercise sound judgment and discretion in establishing, interpreting and applying policies and procedures. Select, assign, train and supervise the work of assigned staff.Required Qualifications (Note: Any acceptable combination of education, training and relevant experience that provides the above knowledge, abilities and skills may be substituted on a full-time year for year basis.)Training and/or EducationBachelor's degree in aquatics, recreation management, leisure services, natural resource management, business management, hospitality or a related field.ExperienceFive years of aquatics experience to include two years in a supervisory capacity that includes considerable experience managing staff, daily operations, customer service, procedure development, and implementation of policies, procedures, rules and regulations.Licenses or CertificatesValid driver’s license.Certified Parks and Recreation Professional (CPRP) or Certified Parks and Recreation Executive (CPRE) and Aquatic Facility Operator (AFO) must be obtained within the first year of employment.First Aid/CPR certification must be obtained within six months of hire and be maintained thereafter.Special RequirementsSubject to background investigation.Operation of County-owned vehicle.Telework eligible.Physical DemandsRequires long periods of standing, frequent walking indoors and outdoors, repeated bending, crouching, stooping, stretching or reaching; recurring lifting of objects up to 49 pounds; operation of keyboard devices.Unusual Demands: Work is subject to inflexible deadlines and frequent interruptions.Subject to call in or to remain on the job for emergencies.May be required to work evenings and weekends.FLSA Status: ExemptCompensation Steps: Position Closing Date: 2/28/2025Pay rate: $89,180 - $95,532 annuallyGrade 727, 35 hours per weekContract positionDepartment of Parks and RecreationThis position allows for telework, meaning the employee may be able to work from home or another offsite location for part of the workweek, but they are still required to come into the office regularly.
