Performs supervisory engineering work in directing plan review and related services of the public works department. The work involves the review of subdivision and site plans involving roads, storm drains, stormwater management, grading, and traffic patterns for compliance with County requirements. The work requires professional certification as a civil engineer and considerable prior experience. The position reports to the deputy director of engineering.
Essential Job Functions
- Plans, directs, organizes, and coordinates programs related to the review of subdivision and site plans involving roads, storm drains, stormwater management, grading, and traffic patterns for compliance with County requirements. Establishes and monitors controls to evaluate performance; takes appropriate actions to correct performance and to adjust programs to meet requirements.
- Advises engineering consultants, developers, and the public regarding County requirements and confers with parties to resolve problems.
- Prepares technical correspondence and other communications involving development and compliance activities.
- Provides technical advice to other department operations regarding regulatory and related issues.
- Reviews agreements, contracts, record plats, cost estimates, and other documents for technical adequacy.
- Reviews and updates County survey control, mapping, and topography.
- Prepares and evaluates requests for proposals.
- Updates County ordinances pertaining to roads, traffic, drainage, grading, and comprehensive plan.
- Designs smaller drainage and grading projects.
- Supervises positions and personnel to make best use of employees; interviews applicants and recommends and / or selects employees; develops employees' capabilities; counsels employees and recommends disciplinary actions; enforces agency and County human resources policies and procedures.
- Implements established goals and objectives in the organization; devises and implements work methods and procedures; reports on unit and program progress and effectiveness.
- Uses financial resources economically. Develops and maintains informational resources and safeguards their use. Procures, stores, and distributes supplies and material economically and efficiently. Ensures effective maintenance and operation of facilities and equipment.
- Coordinates programs and activities with other units; reports delays and problems promptly and takes appropriate actions to maintain effective coordination of activities.
- Develops plans to meet unexpected situations, new developments, and changes in programs; prepares for emergencies; understands the factors and conditions affecting programs and recommends appropriate responses when these change.
- Prepares management reports; collects, analyzes, and evaluates data and information and develops conclusions and recommendations thereon.
- Communicates understanding and support of organization goals and programs through actions and spoken and written words; interacts effectively with individuals and groups at all levels; maintains ties with external organizations; keeps all interested and involved parties informed of matters requiring their attention.

Training and / or Education :
Bachelor's degree in civil engineering.
Experience :
Eight years of progressively responsible experience in civil engineering that involved plan review responsibilities which must include considerable experience managing staff, daily operations, customer service, and policy development and implementation.
Licenses or Certificates :
Professional engineer certification.
Maryland professional engineer certification required within six months of employment.
Special Requirements :
Subject to background investigation.
Physical Demands :
Requires long periods of standing, frequent walking indoors, repeated bending, crouching, stooping, stretching, or reaching; recurring lifting of objects up to 49 pounds; operation of keyboard devices.
Unusual Demands :
Work is subject to inflexible deadlines and frequent interruptions.

Compensation Steps :
Grade 28 : $51.34 - $69.21 per hour
