Description
The Engineering Services Division of the City of Gaithersburg is seeking a highly skilled registered professional engineer and motivated Engineering Services Division Chief to lead and oversee critical administrative, technical, and civil engineering functions in a dynamic and fast-paced environment. This role involves the management and supervision of major capital improvement projects, land development, strategic planning, traffic and transportation operations, as well as the inspection, repair, and replacement of bridges and culverts. Additionally, you will be responsible for construction contract management and the City's pavement and asset management systems.
The successful candidate will guide all aspects of the Division's work, utilizing independent professional judgment and initiative to drive success. This role offers a broad scope of responsibility and requires a proactive approach to ensuring the delivery of high-quality outcomes.
Starting salary for this position is negotiable within the target hiring range ($135,000 - $155,000) and will be offered at a level consistent with the experience and qualifications of the candidate. Job Functions
What you will do with us :
- Develop and implement Division goals, policies, and priorities; review projects and work schedules; prepare recommendations on public policy, regulations, and ordinances.
- Lead the design and construction of major municipal projects; develop cost estimates, track project budgets, and prepare comprehensive engineering reports.
- Prepare and present budgets, reports, and plans; coordinate long-term capital programs and funding with internal teams and regulatory agencies; support the development of the Five-Year Capital Improvement Plan.
- Inspect project sites, resolve complex issues, interpret specifications, and review engineering designs, drawings, and construction plans; process progress payments and change orders.
- Lead, manage, and oversee the following functional areas : Traffic and Transportation, Engineering Services and Strategic Planning, Engineering Design and Construction, Project Delivery and Management.
- Direct day-to-day operations of the Engineering Services Division; select, supervise, train and evaluate staff performance; provide mentorship and foster team development.
- Coordinate with other divisions, departments, and agencies to secure approvals, agreements, and permits for projects.
- Interact with property owners, contractors, architects, and the public on project policies, traffic, and engineering standards.
- Facilitate communication among staff, elected officials, agencies, and the public to ensure information sharing and stakeholder involvement.
- Represent the City in technical committees and public hearings; gather public input on program plans.
- Provide support for City commissions, boards, and committees as needed.
- Resolve conflicts with stakeholders, including public complaints, and ensure effective communication and problem-solving.
- Assist Department Director with budgeting, operations, staff development, and resource management; monitor expenditures and seek continuous improvement in service delivery.

This is a full-time salaried "exempt" position requiring a minimum of 40 hours per week (not eligible for overtime compensation under the provisions of the Fair Labor Standards Act and the City's personnel regulations). Attendance at some early morning / evening public meetings or events and other work outside of regular business hours is required. Direct deposit of paychecks is a condition of employment for all City of Gaithersburg employees.
