Manage vendor relationships, negotiate contracts, and ensure the best value for Calvert County Government. The position serves as the principal public purchasing official for the County and is responsible for the procurement of goods and services, as well as the management of warehouse assets and disposal of surplus property. Develops policies and procedures; evaluates and processes requisitions; procures materials, supplies and services; administers contracts; manages fixed assets and surplus property. The position works within applicable laws, rules and regulations, and County policies. Other duties include supervising procurement staff, reviewing and assessing department workloads, and presenting information to staff, management, officials, and vendors. The work requires considerable prior experience in procurement administration. The Procurement Division Chief also ensures that the procurement process is efficient, transparent, and achieves the best value for the county’s financial resources.The position reports to the Deputy Director of Operations.Essential Job FunctionsPlans, directs, organizes, and assesses the daily procurement operations for Calvert County Government, including the procurement of goods and services, management of assets, and disposal of surplus property. Establishes and monitors controls to evaluate operations; takes appropriate actions to correct performance and adjust programs to meet requirements.Oversees all county purchasing activities, including solicitation processes, contract development, and contract negotiations.Supervises positions and personnel to make best use of employees; participates in the selection of new staff, develops employees' capabilities; counsels employees and recommends disciplinary actions; enforces department and County policies and procedures.Develops and interprets policies and procedures governing the conduct of procurement transactions in accordance with all Federal, State, and local requirements related to procurement; ensures compliance with the same. Establish programs, manuals and forms, as deemed necessary to facilitate and implement the applicable procurement regulations and Code of Public Local Laws.Determines and provides advice for the most advantageous method and best practices for procurement. Recommends changes to the Code of Public Local Laws for procurement matters. Provides testimony to legislature on proposed changes. Communicates procurement information to staff, management, officials, and vendors. Commits and encumbers the County and authorizes purchases for the County. Recommends award of contracts in excess of $30,000 or more to the Board of County Commissioners.Oversees the bid opening process, the analysis of proposals, contract compliance, applicable codes and regulations, contract completion, and termination process. Establishes lines of credit with new vendors.Supervises the maintenance and tracking of the County’s fixed asset program.Develops and delivers reports and presentations to senior leadership, the County Executive, and the County Council, as necessary.Supervises the end-of-fiscal year closeout for procurement-related items.Determines the County's monthly on-road diesel fuel tax, prepares reports, and sends payments to the State.Serves as Calvert County representative on the Southern Maryland Cooperative Purchasing Committee.Other DutiesPerforms related work as required.Knowledge, Skills, and Abilities (These are pre-employment KSA that apply only to Essential Job Functions.)Knowledge of--Principles and practices of procurement administration as applied to public sector procurement requirements, especially at the county and state-levelAdministrative practices and procedures as applied to the operations of a procurement function.Effective techniques of supervision.Use of procurement management software and enterprise resource planning (ERP) systems.Ability to--Administer governmental procurement program.Perform technical procurement work.Establish and maintain effective working relationships with others encountered at work.Manage staff, daily operations, and policy development and implementation.Communicate effectively both orally and in writing.Deal effectively with the public.Required Qualifications (Note: Any acceptable combination of education, training and relevant experience that provides the above knowledge, abilities and skills may be substituted on a full-time year for year basis.)Training and/or Education: Bachelor's degree in Business Administration, Public Administration, Finance, or a related field. Experience: Six years of progressively responsible public sector procurement experience which must include considerable experience managing staff, daily operations, customer service and policy development and implementation.Workday Procurement and Workday Financial Management experience are strongly preferred.Procurement experience in the State of Maryland is strongly preferred.Licenses or Certificates: Certified Maryland Procurement Officer (CMPO), Certified Public Procurement Officer (CPPO), Certified Professional Public Buyer (CPPB), Certified Purchasing Manager (CPM), NIGP Certified Procurement Professional (NIGP-CPP), or other relevant certifications are preferred.Special Requirements: Subject to background investigation.Physical Demands: Operation of technology devices such as a computer, phone, keyboard, mouse, and other related hardware.Unusual Demands: Work is subject to deadlines and frequent interruptions.FLSA Status: ExemptCompensation Steps: Pay rate: $89,180 - $102,339 annuallyGrade 727, 35 hours per weekContract positionDepartment of Finance & BudgetApplication Deadline: This position will remain open until filledThis position allows for telework, meaning the employee may be able to work from home or another offsite location for part of the workweek, but they are still required to come into the office regularly.
