Cameo Consulting Group, LLC, a management consulting practice, is seeking a qualified and available ECD Technical and Regulatory Support. The position is full-time and on-site with some telework located in Richland, WA.
SCOPE OF WORK:
The Department of Energy (DOE) Hanford Field Office (HFO) Assistant Manager for Safety and Environment (AMSE) Environmental Compliance Division (ECD) requires one (1) full-time equivalent (FTE) general support contractor (1920 labor hours) to provide support in the following areas:
- Review permit and environmental regulatory compliance program documents with the intent to provide technical and regulatory recommendations.
- Provide consulting and strategic recommendations to ECD based upon the review of documents, coordination of reviews, development of comments, assistance to realized tasks, walk-downs, meeting attendance with regulatory agencies, consolidation of comments for DOE Hanford submittal to the contractor, as well as comment resolutions as needed
- Review ECD DPMS procedures to ensure appropriate environmental and regulatory requirements are addressed and up to date and perform periodic assessments to determine ECD’s compliance with applicable environmental and regulatory requirements
- Attend meetings with the DOE project/program organizations and regulatory agencies (Washington State Department of Ecology, Washington State Department of Health, and US Environmental Protection Agency) along with working meetings and technical workshops in support of permitting and project execution actions.
- Provide technical and regulatory reviews (including changes in regulatory and statutory drivers) to formulate and implement environmental and regulatory recommendations and effective strategies for permitting including reviews of contract deliverables related to these activities
- Conduct regulatory analysis on the applicability, ability to implement, and impacts of environmental regulations, including new and proposed regulations.
- Support development of a focused Divisional Oversight Plan (DOP) that ensures compliance with all applicable environmental and regulatory requirements, evaluate ECD and contractor oversight data and provide monthly updates with any performance trends, deviations and course correction. Support documentation of the focused DOP activities into the contractor assurance systems and develop oversight templates for routine actions
- Attend ECD meetings, contractor interface meetings, any other meetings related to document reviews, and other meetings (such as design reviews), as assigned by the task monitor or his designee
- Support finalization and implementation of ECD Electronic Records management
- Support review of contractor environmental sampling plans, quality assurance project plans, sample analysis data packages, and other environmental sampling documentation to verify compliance with HASQARD, DOECAP, and other applicable analytical quality assurance requirements are met
Work products shall be thorough, accurate, appropriately documented, and comply with established criteria. The Contractor shall ensure that duties are performed in a competent and professional manner. The Contractor employee shall submit a weekly report to the technical monitor addressing work accomplished, and deliverable progress.
Qualifications:
- MINIMUM QUALIFICATIONS REQUIRED
- 10 years of relevant experience
- Education – BS/BA degree in Engineering or Business Administration.
- Extensive knowledge of DOECAP, HASQARD, and analytical laboratory quality assurance programs
- Highly experienced in environmental compliance, regulatory implementation, and regulatory permitting/field oversight/inspection activities
- Capable of reading, interpreting, and understanding DOE program and project management practices, policies, and procedures
- Expert writing skills, proven experience in supporting programs and projects with analysis, tracking, monitoring, assessment, review, and coordination
- Familiarity with the DOE verification of readiness process
PREFERRED EXPERIENCE & CAPABILITIES
- Proven ability to interface successfully with senior level management
- Ability to work with government, regulatory agencies, and contractor personnel to problem solve and formulate strategies for success
- Working level knowledge of Hanford Site mission, activities, and priorities.
- Working level knowledge of DOE program and project management practices, policies, and procedures
- Experience in supporting programs and projects with analysis, tracking, monitoring, assessments, walk-downs, reviews and coordination
- Excellent written and verbal communications skills
- Extensive experience using MS Word, MS PowerPoint, Excel, and/or other MS Office tools
OTHER REQUIREMENTS
- Weekly status report emailed to the technical monitor at the end of each week.
- Non-Disclosure/Conflict of Interest form signed by both the general support contractor and authorized contractor representative must be submitted to procurement before any work/support can start.
- * Must work core hours each working day, unless authorized by the ECD Director.
- Identification of any conflicts, potential conflicts, or perceived conflicts of interest with any Hanford Site contractors.
- Compliance with site specific safety and security requirements, including badging and office protocols.
- The contractor may be required to maintain proficiencies in the following via periodic training: WTP Site Access, Radworker II, Hazwoper 40-hour, Respiratory Clearance (Medical, respirator training, etc.) o U.S. Citizenship
LOCATION: Work shall be conducted at the Hanford Field Office and the Hanford Site in Richland, WA.
