Assistant Precinct Foreman
PAY PLAN: 114 - $ 39,562.00 minimum salary
Distinguishing Features of the Position (Summary)
Under general supervision of the Precinct Foreman, is responsible for assisting the Precinct Foreman in the administration of the maintenance & improvement operations of a county-wide road and drainage infrastructure system. Performs other related duties as required.
Essential Functions
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
- Assists in supervising and coordinating daily operations of road crews in the completion of county-wide paving and drainage improvement projects.
- Assist in planning and organizing the daily work activities for the crews.
- Calculates estimates for materials quantities and costs
- Operates light to heavy road construction equipment as necessary to complete road and drainage maintenance or improvement projects.
- Assist in maintaining equipment and machinery in safe operating condition
- Required to be on call and/or on-duty to assist the community in preparing, responding and recovering from severe weather events.
- Assists in monitoring and assessing effective/efficient utilization of equipment and materials.
- Performs related duties as required.
KNOWLEDGE, SKILLS, AND ABILITIES: (As utilized in the performance of the Essential Functions of the job)
Knowledge of road repairs and maintenance, knowledge of all road construction tools and equipment, good knowledge of safety standard and practices. Skill in the operation of all related tools and equipment; skill in mathematical and general engineering functions. Ability to perform a variety of road repair and maintenance functions, including operation of heavy road construction equipment and machinery, ability to communicate effectively verbally and in writing, ability to establish and maintain effective working relationships with coworkers, department heads, County employees, outside agencies/vendors and the general public.

Minimum Qualifications
Graduation from High School or General Education Development (GED) certificate and at least two (2) years progressively responsible experience in road maintenance and construction including two (2) year lead or supervisory capacity, or an equivalent combination of education and experience.
SPECIAL REQUIREMENTS: (Special licenses and other requirements necessary to obtain or retain t/1e position)
Must have a valid Texas Driver's License Class C. A Commercial Driver's License (CDL A or B) is preferred.

Physical requirements include frequent carrying/lifting 10- 25 lbs. and 50- 100 lbs. occasional visual acuity, speech and hearing, subject to stooping, crawling, kneeling, handling, twisting, reaching, pushing, and balancing to perform the essential functions. Working conditions are primarily outside with exposure to temperature variations, occasional exposure to damp/wet surfaces, dusty conditions, flames and odors, flammable liquids and high noise levels.

External Contacts: Occasional contact with outside organizations and the general public. Communication is primarily face to face.
Internal Contacts: Constant contact with subordinates, co-workers and other County employees. Communication is primarily face to face, via telephone and through written communication.
RESPONSIBILITY: (Supervision, accountability, safety, budgeting, spending authority and confidentiality)
Primary function is to be able to follow through and complete work assignments in a timely manner. Job has significant impact on work unit operations and public image. Directly responsible for the safety of self and indirectly responsible for the safety of co-workers and subordinates. Shared responsibility for the proper and safe operation of advance warning devices, traffic barricades, two-way radio, back hoe, tractor, ladder and basic office equipment. Job responsibilities include occasional handling of confidential information /documents such as personnel information.
DIFFICULTY: (Judgment, initiative and decision making)
Moderate judgment is required to assist in supervising County maintenance crews engaged in drainage projects and road maintenance projects. Uses broad discretion to complete work assignments. Initiative is constantly required to complete work assignments. Decisions are made regarding policy perpetration, project planning, and group work scheduling and individual work priorities
GUIDANCE: (Supervision received and level of independence)
Employee receives general supervision when performing the essential functions. Employee selects appropriate procedures required to complete work assignments.
WORKING CONDITIONS: (Describe working environment and other conditions of employment)
Working conditions are primarily outside with exposure to temperature variations, occasional exposure to damp/ wet surfaces, dusty conditions, fumes and odors, flammable liquids and high noise levels. May be required to work more than 40 hours during the workweek; may be required to be on call 24 hours a day.
This is a Civil Service covered position. Probationary period will follow section 2.35 of the Civil Service Rules and Regulations Handbook.
Sensory Requirements: Some tasks require the ability to perceive and discriminate sounds and visual cues or signals. Some tasks require the ability to communicate orally.
Environmental Factors: Essential functions are regularly performed without exposure to adverse environmental conditions.
