Summary

Application Analysts apply information technology to allow maximum benefits for the organization. Analyst support, design, procure, implement and optimize information systems for departments. In addition, Application Analysts define and provide recommendations to departments, and work with management to provide successful outcomes of patient care as well as meet financial goals of the health system. System Coordinator is primarily responsible for the operational administration and network management of the Clinical/Ancillary Systems. This includes programming, maintenance, daily systems monitoring, user management, quality control and performance monitoring, study monitoring, and patient information management. It also includes training for new an ongoing users, trouble-shooting and problem solving, security, including development and monitoring of policies and procedures. This position serves as a liaison between other ancillary departments and nursing units for system related issues, and helps to facilitate the increased understanding and utilization of the system as indicated. This position is one of the most knowledgeable within the department of these hardware and software applications and serves as the departments’ expert on these systems. Additionally this position may assume responsibilities for other applications as indicated and as necessary.

Interacts as appropriate with customers and vendors to understand business requirements and to transform that understanding into deliverables that meet the expectations of the customer and exhibit best practices. Leads analysis teams in the identification of requirements for systems integration and process improvements. Makes recommendations and leads the evaluation of new technology, techniques, and business processes to support division and company strategic plans. Meet with users to define system requirements Prepares general system flowcharts for present and proposed systems that portray the movement of work through the organizational elements. Work with users to define system requirements. Assist end user procedure writing and development of system documentation. Analyze user needs to determine functional and cross-functional requirements. Functional and business requirements Project structure documents (Charter and Definition) Vendor demos for new systems Analyze current systems for future needs (upgrade of HW & SW) Develops and maintains an understanding of organizational information system requirements through frequent contact with customers and ensures that implemented systems work effectively in the installed environments. Budgeting of new systems and upgrades (capital) Responsible for overseeing and coordinating existing and participating in new Neo Data initiatives. Responsible for operating and capital budget requests for equipment related to either system in conjunction with senior management, Information Services and Technology and Women & Children Leadership. Works in cooperation with the Service Line Director and IST Manager identifying present and future needs for equipment installation or upgrade. Oversees activities of vendors in all phases of Neo Data operations as appropriate or directed. Responsible for day-to-day operation of the Neo Data systems and equipment. Works closely with department managers to ensure timely and complete capture of necessary data as well as network transmissions. Retrieves, compiles and distributes data from computer databases (etc. Vermont-Oxford, Midas, Synagis, Neo Data, etc.) as requested. Participates in the development of a comprehensive quality assurance program for all relevant components of Neo Data systems and ensures the QA program is followed. Retrieves and compiles data from Neo Data, and other clinical data files for ongoing monitoring of morbidity, mortality, and quality of care. Demonstrates competency with SQL statements to extract and compile data on a recurring basis. Provides technical support for network systems within the Women and Children’s Service Line, interfacing with the Information Systems Department. Support includes network administration, monitoring, troubleshooting and hardware maintenance. Performs regular backup of patient data system files and other data files as needed. Provides technical assistance to the users of NeoData and collaborates with Information Systems Department to maintain SQL server. Provides technical assistance for commercial software used by NICU, L&D, FCCU and the medical staffs of those units. Prepares reports for administration on either system as appropriate or directed. Serves as Point-Of-Contact for computer-related activities within the units of the Women & Children’s Service Line and acts as liaison with the Information Systems Department. Works closely with end users to identify and design future needs and efficient workflow processes, which include further integration into operations. Assists in the design and implementation of research studies for the Service Line. Assists other Medical Center Departments, as requested and approved by Director of the Service Line, in creating, implementing, and maintaining databases. Assists Medical Center and Neonatal Outreach education Coordinator in maintaining and updating the Neonatal education page. Participates in cost containment activities. Attends seminars and training sessions necessary to maintain appropriate level of professional competence and to foster personal and professional growth Promotes a positive and professional image of the Women & Children’s Service Line and Cape Fear Valley Health System Performs other duties as assigned

Qualifications

The following qualifications, or equivalents, are the minimum requirements necessary to perform the essential functions of this job:

Education And Formal Training

Minimum requirement of an Associate’s degree in computer science, business administration or related field required. Work experience in lieu of formal education will be considered.

Work Experience

Two year’s work history demonstrating knowledge in system analysis of business applications or a related field involving organization and procedures analysis. Healthcare experience is required.

Knowledge, Skills, And Abilities Required

  • Excellent analysis and testing skills including data gathering, problem solving, and test plan creation and execution.
  • Knowledge of structured methodologies for the design, development, testing, implementation and maintenance of applications.
  • Ability to effectively manage multiple activities of varying complexity while under time constraints.
  • Familiar with change control methodology and has experience setting priorities and communicating change impacts with diverse users.
  • Customer service focus and ability to manage expectations with the attitude of recommending solutions rather than presenting problems.
  • Exceptional problem solving, communication, documentation and presentation/ facilitation skills, with strong detail orientation, and interpersonal skills with the ability to build effective relationships within IT and with business partners.
  • Excellent organizational, decision-making, negotiating, and analytical skills.
  • Ability to work both independently and within a team environment.
  • Ability to formulate and define system scope and objectives based on both user needs and a good understanding of clinical and/or business requirements to support the strategic vision and goals of the health system.
  • Ability to work with user staff to complete the build of applications and ensure that all end-users are properly trained using a Train the Trainer methodology.
  • Ability to apply standard and nonstandard technology applications as well as explore and adapt to changing technologies.
  • Ability to monitor and track projects, systems, and data analysis.
  • Proactively recognizes needs, anticipates outcomes and consequences of different approaches and recommends modification of plans, achieving desired outcomes.
  • Independently learns appropriate techniques to apply and adapt new ideas in related, different or changing situations.
  • Aware of current information technology; ability to apply this knowledge to meet operational needs.
  • Ability to develop functional working knowledge of systems and to integrate this knowledge to achieve innovative solutions.
  • Assists in planning and managing projects and effectively handles and completes assignments.

Physical Requirements

Hearing and verbal ability to interact professionally with staff, managers and vendors. Visual acuity to deal with computerized displays and printouts and manual dexterity to use standard keyboard is both required. Ability to respond to remote locations. Must possess valid North Carolina driver license.
