Summary
Serves in the capacity of Director/Chief to direct, supervise and coordinate all functions related to delivery of Emergency Medical Services, Critical Care Transport, non-emergency transport, CFVMC Transfer Center, emergency management, and fleet maintenance within the authorized Health System local and regional service areas. The work involves evaluating related organization goals and objectives, recommending budgeting of supply and manpower needs, as well as, facility and equipment requirements. The incumbent is also responsible for ensuring compliance with all federal, state and local requirements, designated accreditation agencies, Joint Commission standards, medical protocols and department operating procedures as well as tactical assignments as needed. Develops, implements, and maintains health systems disaster planning and preparedness program.
MAJOR JOB FUNCTIONS:

- Establishes and implements goals and objectives, facilitating, prioritizing, and evaluating the functional area of emergency preparedness for the system.
- Coordinates efforts in developing system wide emergency preparedness policy and procedure.
- Coordinates system wide participation in local, regional and state disaster exercises/drills.
- Works in partnership with relevant health activities based on community needs assessment to enhance community benefit.
- Annual review of the system’s hazard vulnerability analysis (HVA). Ensure that all facility EOC staff is trained in NIMS, HIC and other disaster relevant training on a regular basis.
- Assists incident command center staff during hospital incidents and coordinates with county, state, and federal agencies during disasters.
- Demonstrates the critical behaviors and meets the performance expectations (criteria) established in the CFVHS Core Competencies for All Employees (published separately), CFVHS Department Managers Core Competencies (published separately) and CFVHS Clinical Core Competencies.
- Plans and implements appropriate goals and objectives by means of a Management Action Plan (MAP) for the delivery of CCT\ EMS\ MT\ Med-Com\ ALS Program services within the Health System’s local and regional service area.
- Plans and actively aids in the development of departmental operating, labor and capital budgets. Monitors performance against the budget and takes corrective action as necessary to address unfavorable variances.
- Plans and develops job descriptions and performance standards for CFVEMS staff ensuring the periodic appraisal of staff performances in accordance with Health System policy and guidelines.
- Develops and maintains departmental operating procedures and performs on-going performance improvement assessments for clinical and administrative procedures and activities, making adjustments as indicated.
- Supports and is a resource for decisions of supervising staff regarding the selection, training, work assignments, discipline and promotion of staff.
- Authorizes PTO and overtime as required, and makes employee disciplinary decisions.
- Reviews and ensures resolution of unusual or sensitive or user agency complaints regarding service delivery or staff behavior.
- Supervises the development and administration of system and divisional orientation, continuing education and training programs.
- Works with appropriate individuals, both internal and external (state and local), to assess training needs of staff and allied agencies both for professional development and recertification needs as required.
- Establishes and maintains a comprehensive data base record keeping system documenting qualitative and quantitative performance indicators for trend analysis.
- Prepares appropriate reports for management; conducts periodic audit reviews and self-evaluation of operating procedures, records and inventory management.
- Develops, establishes, reviews and revises working agreements, contracts and other documents with other departments, agencies, organizations and providers as necessary.
- Monitors and responds to changes in federal, state and local laws affecting system/divisional operations.
- Communicates and coordinates necessary changes with all agencies serviced by the CFVEMS.
- Attends meetings, conferences and training workshops as appropriate and works with advisory councils and committees as required.
- Participates in hands-on patient care as needed.
- Participates in the Emergency Medical Services Advisory Council (EMSAC).
Education and formal training: Bachelor’s degree in Emergency Medical Services or equivalent, preferred Master’s Degree in Emergency Services or equivalent. Current North Carolina EMT-Paramedic certification. Current certifications in ACLS, PALS, and CPR. Successful completion of NIMS 100, 200, 300, 400, 700, and 800. Current state or national certification as an emergency manager or coordinator.
Work Experience: Minimum of three (3) years emergency management experience with a government entity or large corporation. Minimum of five (5) years progressively responsible professional EMS supervisory/management experience in a large volume EMS system. Requires a valid NC driver’s license and acceptable driving record. years consecutively in an role progressive/ an with five (5) years licensed driving experience in North Carolina or the equivalent.
