CAPE, Inc. is looking for an organized and meticulous Human Resources Specialist who will provide support in various Human Resources functions.

CAPE, Inc. headquarters is in Livermore and provides early childhood education services (Head Start and Early Head Start preschool programs) in Livermore, Dublin, Pleasanton, and Hayward areas. The Human Resources Specialist is responsible for supporting various HR functions, including onboarding, monitoring of employee records (including CAPE partners’), recruitment, benefits administration, and performance review process and related training. This role ensures the effective implementation of HR policies and procedures within a Head Start program to foster a positive and productive workplace, ensuring adherence to federal regulations and prioritizing the needs of both staff and the children served. Additionally, the HR Specialist is encouraged to participate in professional development opportunities to stay updated on industry trends and best practices.
Key Responsibilities:
• Oversee the onboarding process for new hires, including preparing paperwork and completion of onboarding in HR portal, conducting orientation sessions, and ensuring a smooth transition into the company.
• Create, maintain, and update employee records (including Partners’ employees), ensuring compliance with Head Start performance standard, company policies, licensing, and legal regulations.
• Conduct (online performance review process) training sessions.
• Prepare reports (Child Plus, Paylocity) for monitoring as requested.
• Assist in the recruitment process, including job postings, screening resumes to ensure they meet the Head Start qualifications, including background checks and required certifications, scheduling interviews, and coordinating the selection process.
• Support benefits administration, including enrollment, changes, and employee inquiries.
• Participate in HR projects and initiatives to enhance workplace efficiency and employee engagement.
• Attendance to job fair/recruitment events
• Stay updated on HR best practices, employment laws, and industry trends by attending professional development seminars, workshops, and training sessions.
Requirements
Qualifications:
• Bachelor’s degree in human resources, Business Administration, or a related field.
• Previous experience in HR or related roles preferred, minimum two years.
• Strong knowledge of labor laws and HR best practices.
• Excellent communication and people skills.
• Proficiency in HR software and Microsoft Office Suite.
• High mindfulness and ability to manage confidential information.
• Willingness to attend professional development seminars and training to enhance HR expertise.
• Exercise of flexibility to perform other duties as required
