WHO WE'RE LOOKING FOR
The Optimization Analyst reports directly to the Director, Organizational Optimization. As a member of the Organizational Optimization team, this position is responsible for leading and supporting strategic change management and business optimization initiatives across CapMetro. This role will analyze current processes and recommend, plan, and implement technical and procedural optimization solutions. This position requires a critical thinker who will apply a wide range of skills, dig into diverse functional areas, partner with stakeholders, and roll up their sleeves to get the job done.
WHAT YOU'LL BE DOING

- Data Collection & Analysis: Create and analyze complex queries, reports, and data visualizations. Effectively communicate findings.
- Process Analysis: Evaluate existing business processes and recommend improvements that could yield qualitative and quantitative enhancements to operational effectiveness.
- Project Management Support: Support team members by providing the necessary data and analyses to make informed decisions, helping to keep projects on track and within budget.
- Stakeholder Engagement: Collaborate with functional stakeholders to identify key areas for enhancement. Build strong relationships across the organization to encourage trust, collaboration, and joint accountability.
- Initiative Management: Create and manage work plans, including tasks, dependencies, critical paths, and resource needs. Identify, document, and resolve or mitigate project issues and risks. Identify, monitor, and communicate initiative status, milestones, and deliverables, ensuring successful delivery.
- Solution Delivery: Develop and implement solutions, which could include performing low- to no-code system configurations, developing dashboards and reports, and crafting new process and procedure documents.
- Documentation: Maintain detailed records, reports, and documentation related to initiatives and progress.
- Leading People: This position will indirectly lead and manage cross-functional teams throughout the agency.
- Organizational Optimization: Establish and apply best practices throughout project processes and establish a library of change management and optimization templates and resources that will be used by our team and made available to the organization.
- Reporting and Documentation: Maintain detailed records and reports to communicate their findings to stakeholders. Provide clear documentation related to initiatives and progress ensuring all team members are informed.
- Support Capital Metropolitan Transportation Authority’s Safety Management Systems (SMS) process by following safety and security policies, considering safety in every action and report.
- Perform other duties as required and/or assigned.
WHAT YOU BRING
- Bachelor's degree in business, data analytics, economics, public administration, or related field.
- Two (2) to six (6) years of progressively responsible experience in data analysis, continuous improvement, change management, or related field.
- Includes two (2) years of experience in each of the following:
- Leading cross-functional teams.
- Visualization tools (such as Excel, Microsoft Power BI, or Tableau).
- Information systems, data reporting and visualization, project management, and business and process optimization.
- Intermediate to advanced experience in Microsoft Office Suite, including Word, PowerPoint, Excel, Outlook, SharePoint and Teams, or similar software.
Knowledge, Skills, and Abilities:
- Self-motivated and seeks opportunities for continuous improvement of skills and processes.
- Able to assess current state, identify problems, and develop pragmatic solutions for complex operational issues quickly and thoroughly.
- Advanced skills in analyzing complex data and identifying patterns, opportunities, and discrepancies.
- Excellent oral, written, and interpersonal communication skills.
- Strong organizational skills and able to successfully manage multiple priorities and cross-functional groups simultaneously.
- Skill writing complex SQL queries and working with relational databases preferred.
- Experience building relationships and alignment among team members.
WORK ENVIRONMENT AND PHYSICAL DEMANDS
Work is generally performed in an office environment in which there is only minimal exposure to unpleasant and/or hazardous working conditions. This position works with multiple project timelines and is responsible for managing employees performing work of a complex nature.
Incumbent must be able to stand and sit frequently throughout an eight-hour period, reach vertically for overhead use and horizontally. Must be able to use a telephone or headset equipment. Incumbents must be able to lift and move material weighing up to 20 lbs., perform work at a computer terminal for 6-8 hours a day, and function in an environment with constant interruptions.

Mobility Status:
As a Mobile position, the incumbent is expected to work in the office as needed. There will be access to touchdown/collaboration spaces when on site. Must be in-office for socialization, strategic collaboration, supervision, oversight, and accountability as needed. CapMetro reserves the right to modify work status based on business needs. This position is based in Austin, Texas. Successful out-of-state candidates must relocate to the state of Texas prior to start date and may have the opportunity to work remotely anywhere in Texas after a specified period. #LI-hybrid
