What are the responsibilities and job description for the Laborer I - Drinking Water position at Capital Region Water?
This is an entry level position. This position is responsible for performing routine manual work usually of a repetitive nature in various areas of the Water Distribution System or in any of the facilities operated by the Bureau of Water. Work is performed under the general supervision of the Distribution Superintendent or other Water Bureau Manager.
Equipment/Job Location
Work is performed throughout various areas of the water distribution system and in any of the facilities operated by the Bureau of Water. Work involves the use of brooms, mops, rakes, shovels, hammers, saws, picks, sledge hammers, lawnmowers, tamper, hand roller, trash pumps, chain saw, trimmers, paint brush, ladders (up to 15 ft.), and the occasional use of small hand operated power tools such as hammer drills, saws and drills; heavy equipment such as jackhammers, pumps and gas-powered earth tampers; chemicals such as ammonia, floor stripper, paint and paint stripper, chlorine, and other hazardous chemicals; motor vehicles such as sedans, pickups, station wagons and occasionally one-ton dump trucks. Employees are subject to noise and vibration, toxic fumes, odors, hazardous conditions, dust, poor ventilation and inclement weather and may require working in confined spaces. Work hours are from 7:00 A.M. – 3:30 P.M.from 7:30 A.M. - 4:00 P.M. or from 6:00 A.M. - 2:30 P.M. during the summer. Duties typically are performed weekdays; however, employee may work nights, weekends, and holidays as required.
Essential Functions
Work involves but is not limited to the following: cleans, sweeps, dusts, mops, window washes, polishes furniture. Cleans gutters, culverts, sewers, and other drainage structures. Cuts grass, maintains flower beds, rakes leaves, shovels snow, and picks up litter. Loads and unloads stone, gravel, dirt, asphalt, pipe, timber, blocks and bricks (weighing up to 35 lbs.) and other objects (weighing up to 100 lbs with mechanical assistance). Sets up and may use rescue retrieval system (weighing up to 200 lbs. with assistance from two (2) additional workers). Mixes concrete, digs and backfills trenches, unfinished laying of block or brick, and performs general maintenance or construction duties, opens manholes and valve covers (weighing up to 200 pounds with manhole hook or co-worker assistance when possible). Remains alert and reacts appropriately to audio and/or visual alarms on vehicular equipment and rescue retrieval system. Assists the meter reader from time to time which may require working in confined spaces. Maintains regular, punctual and predictable attendance. Reports to work and remains at work in a productive condition which includes not being under the influence or impaired by the use of alcohol and/or drugs. Establishes and maintains an effective working relationship with supervisors, co-workers and the general public. Completes all assignments in an efficient, consistent and timely manner.
Non-Essential Functions
Performs other reasonably related duties in equal or lower classifications as assigned by supervisory personnel. Performs work as directed by supervisors in accordance with Article XXX, Job Classifications, Section 1 provision of the Basic Labor Agreement.
Required Knowledge and Abilities
- Good knowledge of and ability to operate hand and small power tools.
- Ability to operate small motor vehicle equipment.
- Ability to understand and follow instructions.
- Ability to perform work requiring dexterity, often under adverse weather and working conditions.
- Ability to adapt to situations involving repetitive duties and alert with respect to dangers involved with hazardous gases, etc.
- Ability to react quickly and appropriately to alarms and hazardous situations.
Qualifications
One year maintenance, construction or related work experience preferred.
A valid Pennsylvania Driver's License, Class C.
