GENERAL DESCRIPTION : Performs complex (journey-level) consultative services and technical assistance work. Work involves planning, developing and implementing activities, projects and services within the Incident Based Reporting Bureau programs and providing technical assistance to governmental agencies, organizations, and the general public. Works under general supervision, with moderate latitude for the use of initiative and independent judgement.
The following Military Occupational Specialty codes are generally applicable to this position.

ESSENTIAL DUTIES / RESPONSIBILITIES :
1. Perform a variety of technical, research, planning, policy, program assessment, and administrative activities for IBR supported programs such as the Use
of Force Program (UoF), Texas Data Exchange Program (TDEx) and the Uniform Crime Reporting Program (UCR).
2. Market, advocate and conduct outreach both in person and through various forms of communication for IBR supported programs to criminal justice and LE
agencies to encourage and improve interest and participation.
3. Collaborate in the development and maintenance of the program workflow process, procedural documentation, and user guides for the UoF, TDEx and
UCR programs. Conduct user management for assigned program's internal and external users.
4. Serve as liaison to staff, government agencies, community organizations and / or the general public to interpret statutory requirements and provide
technical assistance.
5. Work with Crime Records trainers to ensure that relevant information, updates and changes to programs are incorporated into internal and external
training documents.
6. Stay current with technological changes impacting program goals and provide recommendation for improvement as necessary.
7. Monitor and track activities under contracts. Work with the CRS contract monitor to approve invoices and submit change orders for the programs. Serve
as vendor point of contact for the programs.
8. Serve as the Department liaison with the UoF, TDEx and UCR program to ensure the Department is aware of policy or procedural updates at a federal
level to assess and relay impact to the programs.
9. Provide leadership for working groups and committees for complete UoF, TDEx and UCR program assessment; document information at meetings and
prepare plans to implement projects within the program as needed.
10. Provide support to IBR staff and local law enforcement for LEEP access, coordinating with the FBI as needed.
11. Attend work regularly and observes approved work hours in accordance with agency leave and attendance policies.
12. Perform other duties as assigned.
Qualifications :
GENERAL QUALIFICATIONS and REQUIREMENTS
Education -High School Diploma / equivalent.
Experience - Minimum of two (2) years' experience performing complex administrative work involving customer service, data interpretation & analysis, performing technical training, research, and program assessments / monitoring.

Licensure and / or Certification - If driving is required, must possess a valid driver license from state of residence.
Regulatory Knowledge - Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures.
Supervisory / Managerial / Leadership Skills - Knowledge of management and supervisory methods and principles, performance and productivity standards, and fiscal / budget management. Able to develop plans, policies, and procedures for efficient workflow and overall effectiveness. Must exhibit integrity; provide clear direction to subordinates; promote teamwork and be able to motivate others to accomplish goals.
Interpersonal Skills - Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working / professional relationships with internal / external customers.
Organizational and Prioritization Skills - Must be organized, flexible, and able to effectively prioritize in a multi-demand and constantly changing environment; able to meet multiple and sometimes conflicting deadlines without sacrificing accuracy, timeliness or professionalism.
Presentation / Communication Skills - Must be able to construct and deliver clear, concise, and professional presentations to a variety of audiences and / or individuals.
Research and Comprehension - Must demonstrate ability to quickly and efficiently access relevant information, and be able to utilize and / or present research and conclusions in a clear and concise manner.
Analytical Reasoning / Attention to Detail - Must demonstrate an ability to examine data / information, discern variations / similarities, and be able identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems.
Technology (computers / hardware / software / operating systems) - Must possess appropriate levels of proficiency with utilized software and systems and be able to learn new software / systems. Demonstrated proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
Confidentiality and Protected Information - Must demonstrate an ability to responsibly handle sensitive and confidential information and situations and adhere to applicable laws / statutes / policies related to access, maintenance and dissemination of information.
Safety - Must be able to work in safe manner at all times, avoiding shortcuts that have potential adverse results / risks, and must be able to comply with safety standards and best practices.
Travel and / or Schedule - Availability for after-hour, overnight, and weekend work is required. May telecommute up to 5 days per week. Overnight travel may include out of state and flying.

State of Texas Benefits and Retirement Information :
A DPS employee who is selected for a position in the same salary group and state title as their current position will be transferred with no salary change.
A DPS employee who is selected for a position in their current salary group with a new state title may receive an increase of no more than 3.4% over their current salary regardless of posted salary.
Salary is contingent upon qualifications and is subject to salary administration and budgetary restrictions.
