GENERAL DESCRIPTION: Perform highly complex (senior-level) administrative and supervisory program work. Work involves establishing program goals and objectives, and conducting, and assisting in coordinating the required training of staff. Develop schedules, establish performance standards, coordinate, and evaluate program activities. Develop guidelines, policies, and procedures. Work under limited supervision, with moderate latitude for the use of initiative and independent judgment. Provide policy interpretations, resolve personnel issues, and keep management apprised of personnel issues and concerns. Perform other duties as assigned.

ESSENTIAL DUTIES / RESPONSIBILITIES:
1. Oversee daily operational activities; provide support, training, and technical assistance. Coordinate and monitor programs, projects, and employees. Monitor the quality, quantity, and accuracy of work and identify and resolve production issues.
2. Provide training and technical assistance in the program area by preparing educational material and maintaining current Standard Operating Procedure manuals. Provide guidance, and direction, and monitor the work assigned to employees to ensure staff is completing assigned tasks and maintaining the operation integrity of systems.
3. Prepare and administer employee performance plans and evaluations and conduct counseling, coaching, and remedial training sessions to influence employee behaviors to meet or exceed established standards of performance.
4. Manage employee schedules, approve/deny leave requests, and maintain leave accruals/summaries in the timekeeping database.
5. Maintain up-to-date knowledge of laws, policies, rules, and regulations applicable to the work unit's objectives and ensure that changes in these factors are incorporated into action plans for staff training. May be required to or may participate in the legislative analysis process or review.
6. Collect and compile reports of daily, weekly, and monthly work and training activities to identify trends and deficiencies; adjust employee assignments, schedules, resources, and/or priorities as necessary to attain work unit objectives.
7. Participate in meetings with other areas of the Department to provide program feedback and address/resolve technical problems in order to promote and maintain synergy and efficiency of operations.
8. Participate on interview boards and make recommendations for hire.
9. Interpret and disseminate information concerning agency programs and procedures to staff and external customers as needed.
10. Perform alternative duties and responsibilities of the Section Supervisor as assigned/required.
11. Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.
12. Perform other duties as assigned.
GENERAL QUALIFICATIONS and REQUIREMENTS:
Education – High School Diploma/equivalent is required. Associate’s degree with a major and/or study emphasis in Business, Government, or Criminal Justice is preferred.
Experience – Minimum of two (2) years’ progressively responsible experience performing complex administrative work involving customer service, performing technical training, research, and program assessments related to information systems. A minimum of one year of supervisor/lead experience is preferred. One year of experience with CJIS systems is preferred.
Substitution Note: Additional work experience of the type described or other related education may be substituted for one another on a year-for-year basis.
Licensure and/or Certification – If driving is required, must possess a valid driver license from state of residence. Any required certification for the CJIS database(s) access the bureau oversees.
Regulatory Knowledge – Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures. Must stay abreast of new and changing legislation that impacts the unit or section, and attend trainings/meetings to maintain current knowledge regarding procedures, policies, and legislative issues.
Supervisory/Managerial/Leadership skills – Knowledge of management/supervisory methods and principles, performance/productivity standards, and fiscal/budget management. Ability to develop plans, policies, and procedures for efficient workflow and overall effectiveness. Ability to provide clear direction to others, promote teamwork and motivate others to accomplish goals.
Technology – Must possess appropriate levels of proficiency with utilized software and systems and be able to learn new software/systems. Demonstrated proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) and Criminal Justice Information Systems (CJIS).
Interpersonal Skills – Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers. Must demonstrate DPS’ core values: Integrity, Excellence, Accountability, and Teamwork.

Safety – Must be able to work in safe manner at all times, avoiding shortcuts that have potential adverse results/risks, and must be able to comply with safety standards and best practices.
Schedule and/or Remote/Telecommuting work and/or Travel – Availability for after-hours, weekend, and holiday work is required. May travel for seminars/conferences statewide and out-of-state. Telecommute up to 5 days per week or assigned day(s) in the office if applicable.

A DPS employee who is selected for a position in the same salary group and state title as their current position will be transferred with no salary change.
A DPS employee who is selected for a position in their current salary group with a new state title may receive an increase of no more than 3.4% over their current salary regardless of posted salary.
Salary is contingent upon qualifications and is subject to salary administration and budgetary restrictions.
